You can see on this slide as well slight shifts in these demographic categories.

Although we are focusing on 2021-2022 division data for this report, it should be noted that we are seeing a significant increase in our Economically Disadvantaged students for the current school year.

ECD, or economically disadvantaged, is calculated largely by those enrolled in the free/reduced lunch program. Again, note that the national school lunch program did not operate in the same way during the pandemic years. As a result, the 49% ECD rate is a current estimate. Because all students were “categorically eligible” during the pandemic, this number is fluctuating as some of our schools received a Community Eligibility Waiver this year for breakfast and lunch, while we go back to finding students eligible on a case-by-case basis who have not received such designation.

Additionally, when reviewing our Special Education numbers, we will get a better idea on December 1st, when the state has us count our students in each area of special education.

Now, I’d like to turn over the presentation to Ms. Susan Thrift, our Coordinator of Instructional Support and Assessment, to review our SOL Test results from this past year.

On Time Graduation Rate represents the percentage of students in the cohort who completed high school with a Board of Education diploma in four years or less. Students that transferred in or out of our division during those four years are part of this calculation.

The Drop Out Rate is the percentage of students in the cohort who left high school permanently at any time during the four-year cohort period or whose whereabouts are unknown. The dropout rate is not the inverse of the Virginia On-Time Graduation Rate.

There were 1916 students in the cohort of students. Out of the 1916, 124 students dropped out, 1734 graduates/completers, 36 are still enrolled. Examples of students still enrolled could special education students, English language learners, etc.

State Accreditation

Under the accreditation system adopted by the state Board of Education in 2017 and implemented the following year, schools are evaluated on school quality indicators grouped in three categories:

Academic Achievement (in English, Math & Science)
Achievement Gaps (in English & Math), and;
Student Engagement and Outcomes.

Performance on each indicator is rated at one of the following levels:

LEVEL 1	Meets or exceeds state standard or sufficient improvement.
LEVEL 2	Near state standard or sufficient improvement.
LEVEL 3	Below state standard.

The VDOE issues each school with an accreditation status based on the Spring SOL combined rate results and other measures. As Mrs. Thrift shared, the combined rate for each school is calculated by taking the SOL pass rate, factoring in growth or recovery of the previous year’s failing score, and EL progress for English. Newly enrolled students take the test, but do not count in the combined rate if they entered the school after a certain date. A school can be accredited by either its current year or a 3-year cumulative rate, whichever is higher.

These rates are calculated for each school quality indicator as shown on this slide.

Accreditation dropped from 92% to 89% statewide.

All Spotsylvania schools are accredited.

All 8 regions in Virginia saw drops in science performance from 14.9 to 18.8 percent since pre-pandemic levels. We sat squarely at the lower end- 15%.

The state is addressing this with a variety of learning opportunities, and we have brought on a specialist for science that will support curriculum development and instructional delivery.

Engagement and Outcomes are categories which focus on Chronic Absenteeism, Dropout Rates and Graduation/Completion Rates.

Chronic Absenteeism

-Although listed within this graph, Chronic Absenteeism was not being counted in this year’s accreditation status as a waiver was granted to the Commonwealth. It will, however, come into play this academic year.

Our total absences have dropped 15000 over last year at this time.

Level 1: No more than 15% OR Greater than 15% but less than 25% and 10% improvement from previous year

Level 2: Greater than 15% but no more than 25% OR Greater than 25% and 10% improvement from previous year

Level 3: Greater than 25% or higher OR Level Two for more than four consecutive years

Drop Out Rate: (Schools at Level 2: MHS and SHS)

Level 1: No more than 6% OR Greater than 6% but less than 9% and 10% improvement from previous year

From Sept. 22, 2022 VDOE News Release: “Teachers and principals are working hard, and this is reflected in the growth we are seeing, And, in commending them for their efforts, I encourage educators in every school — regardless of accreditation rating — to look deeply into their data and chart sure paths to recovery and grade-level proficiency for all of their students.”

There are plenty of stories behind these numbers we’ve shared this evening. There were 5 IB seniors this past year, One student chose not to participate in the end of year assessment. Out of the 5 students that participated, this past year, 1 student graduated with an IB diploma. Another student missed the diploma by one (1) point. That has been sent out for re-score. If successful, that would take us to 2 students achieving the diploma or 40%. It is important to note that our students participation in the program itself regardless of the diploma status benefit from curriculum that fosters critical thinking, depth of knowledge, and expands students’ global perspective. Learning experiences foster inquiry and develop social and emotional characteristics that prepare students for college and the workplace. Students also complete independent research and undertake a project that often involves community service. In a future Board meeting, we will present a special report specifically on IB, AP, DE and CGS in an effort to inform our community about the individual programs.

This year Schools met accreditation under the new system (last year schools were able to meet accreditation with new or old accred.system)

SCPS is accredited by VDOE and AdvancED:

Under the new system, schools earn one of the following three accreditation ratings:

Accredited – Schools with all school-quality indicators at either Level One (green) or Level Two (yellow)
Accredited with Conditions – Schools with one or more school-quality indicators at Level Three (red)
Accreditation Denied – Schools that fail to adopt or fully implement required corrective actions to address Level Three school-quality indicators. A school rated as Accreditation Denied may regain state accreditation by demonstrating to the Board of Education that it is fully implementing all required corrective action plans.

3-year waiver: Schools that have been fully accredited for three consecutive years will be fully accredited for three more years

For the coming year, 2019 - 2020, 28/29 schools will have earned the waiver. Post Oak has 2 consecutive years of being accredited; POMS needs 1 additional year of accreditation to earn the waiver
At the end of the three year period, the VDOE will review the status of the school for each individual year within the three year period.
If the school would have been accredited each year period, the school will be fully accredited for three more years.
