Ohio House and Senate Maps

The Ohio Redistricting Commission has so far passed THREE SETS of state legislative maps. All challenged by three sets of lawsuits: LWV, NRAF, OOC. All three sets of maps have been struck down.

First: Passed 9/16/2021; Challenged 9/23/2021; Struck down 1/14/2022

Second: Passed 1/22/2022; Challenged 1/25/2022; Struck down 2/7/2022

Third: Passed 2/24/2022; Challenged 2/28/2022; Struck down 3/16/2022

All three sets of state legislative maps passed by the ORC have a disproportionate number of “toss-up” seats in the D column.

1/14: Ohio Supreme Court strikes down ORC’s first map

“When the dealer stacks the deck in advance, the house usually wins."

“The General Assembly produced a plan that is infused with undue partisan bias and that is incomprehensibly more extremely biased than the 2011 plan that it replaced.”

“This plan defies correction on a simple district-by-district basis. We, therefore, see no recourse but to invalidate the entire congressional-district plan.”

3/2: Ohio Redistricting Commission passes a second map. Two challenges: LWV & Elias group. 3/18 OSC rules no jurisdiction. Two new challenges. Some controversy: Columbus Dispatch article 3/24/33

Ohio’s Congressional Map Pending Lawsuits

  • Two additional suits have been filed:
  • The ACLU of Ohio filed a lawsuit on 3/22 on behalf of LWVO. They are asking the Court to order the General Assembly, or Commission, to fix the 3/2/2022 map in time for the 2024 election and issue a PI for holding congressional elections for 2024.
    • The voting rights groups still claim that Districts 1 and 15 are not constitutionally compliant; but cite the electoral calendar as being preventing relief in time for 2022.
  • The Elias Law Group filed a separate lawsuit on 3/21, seeking relief in time for the 2022 elections. The complaint asks the Court to issue a PI for the primary election and court-ordered map chosen. An alternative request for relief asks the Court to order the General Assembly, or Commission, or draw a map in accordance with the Courts 1/14/22 order.
