emergency :

using the emotion of the beginning of a conflict to soften the difficult shelter part.
Works in both directions => or collective shelter or hotels first, then, the time to organize the citizen housing (one to 2 months), then quick scaling. => or using short term citizen housing (we are not as good for that, but we can improve and help other ngos to do so), the time for collective and fair shelter to be set-up.
Transitional:

Link with the social workers of “first aid / help in the host country => it can give to the person & his/her social worker a much longer perspective than just focussing on emergency

long/mid-term:

Using in the everyday life the language you learn at schools just with other strangers => link with schools
Link with all the Job agencies => capacity to find a job, thanks to the host’s network, is higher
