ENGLISH LEARNERS ADVISORY COMMITTEE & the

DISTRICT ENGLISH LEARNERS ADVISORY COMMITTEE

What is DELAC?

​

​

• A district-level English Learner Advisory Committee comprised of parents, staff, and community members designated to advise district officials on its programs and services for English Learners Ed Code 52176

​

• Committee’s input must be considered in the LCAP

​

• Each California public school district with 51 or more English learners must form a District English Learner Advisory Committee

​

Responsibilities

• The DELAC shall advise the school district governing board on at least the following tasks:
• Development of a district master plan for education programs and services for English learners. The district master plan will take into consideration the school site master plans. (District LCAP Plan)
• Conducting of a district wide needs assessment on a school-by-school basis.
• Establishment of district program, goals, and objectives for programs and services for English learners.
• Committee’s input must be considered in the LCAP

DELAC Requirements

California ED Code/Section 35147- (SB 355 Greene)

• Meeting must be open to and allow for public input.
• Meeting notice and agenda must be posted at least 72 hours before the meeting.
• Notice and agenda must be posted at the school site or other appropriate place accessible to the public (District Website).

DELAC Requirements

• Notice of meeting and agenda must include date, time, and location of meeting and the items to be discussed or acted upon.
• Action cannot be taken on items not posted on agenda, UNLESS an unanimous vote find a need for immediate action.
• The public must be provided access to all materials discussed and/or distributed at the meeting.

When is it required for my school to have an ELAC?

​

Any school in California with 21 or more English Learners (ELs), regardless of language, must have a functioning English Learners Advisory Committee (ELAC)

Main Function

ELAC

• Advise the principal and School Site Council (SSC) on the current year Single Plan for Student Achievement (SPSA) and in creating next year’s

​

• Ensure completion of the annually required tasks
• Take an active, meaningful role in supporting schoolwide daily attendance efforts

​

DELAC

• Advise the district on the needs of ELs and their parents from all MUSD sites

​

• Provide official input to the Local Control & Accountability Plan (LCAP) and EL Master Plan revision as a representative body for MUSD parents of EL & RFEP students

Essential DELAC Criteria

• ​
• - The purpose of DELAC is to provide parental guidance and advice to the district staff on the needs and services for English Learners
• - The composition of DELAC must be 51% parents/guardians of English Learners not employed by the district
• - Each school’s ELAC must have one parent member to DELAC
• - Parents of RFEP students may serve for 2 years following redesignation
• - DELAC members receive appropriate training which includes materials to assist each member carry out his or her required legal responsibilities. �

• All Officers are voted in at a general election in which the majority of parents of ELs had access to participate

• Board members are voted in at a general election every two years by a DELAC Representative or alternate (1 vote per site)

​

• Official members (Representatives) are elected to the DELAC as part of general site ELAC elections

• Elected ELAC officers shall serve for a term of 1 year, commencing the school year they were elected in (or the following school year if elections were held at the end of the previous school year) and ending in June of that school year unless local bylaws provide for a different term

​

• Elected DELAC Board Members shall serve for a term of 2 years, starting in September of the following school year (2017), ending in August of the school year in which the election to replace them shall take place (2019)

​

• Elected Representatives to the DELAC have the right to serve a maximum of two years if they choose

​

Roles of DELAC officers

Chairperson

• Collaborate with district personnel to plan and conduct the DELAC meetings
• Represent English Learner parents at other district meetings

Co-Chairperson

• Represent the Chairperson or DELAC at assigned duties
• Substitute for the Chairperson in their absence
• Assist the Chairperson in planning and conducting the meeting

Secretary

• To keep and prepare minutes of the meeting
• Record decisions and discussion

DELAC Officers��

• Each school’s English Learner Advisory Committee (ELAC) must have the opportunity to elect at least one of its members to be a site representative in the DELAC.
• Parent representatives from each site act as liaisons between the district and the school site ELAC.
• Elected officers  (Chairperson and Co-Chairperson) and secretary.
• Advise district on programs serving English Learners.
• Attend appropriate trainings for DELAC members to better understand their roles and responsibilities.
• Represent English Learner parents at other district meetings.

- MUSD Continuity Plan was developed for the 20-21 school year

- 260 stakeholders were involved in preparing the instructional plan
