• APLMF training program traces back to 1997 and more than 70 events (training courses, seminars and workshops) were conducted so far.
• It is an important activity of APLMF to strengthen the infrastructures in metrology in the member economies.
• Mrs Marian Haire (Australia) coordinated the training program �for 19 years. Her role as the Training Coordinator was �transferred to Dr Tsuyoshi Matsumoto (Japan) in May 2021.
• In 2014, APLMF participated in the MEDEA project for training �under the coordination by PTB (Germany).
• In May 2021, the third-phase project, MEDEA 3, started and it will be conducted for three years.

APLMF/MEDEA training courses in 2021�(Table 1 in 2.1 of the coordinator report)

Verification and Pattern Approval of Electricity Meters �and EV Supply Equipment (January 2021)

First training course of APLMF delivered by NIM �(PR China) and KTC (R. Korea) consisted of 2-hour �sessions over 4 days. 20 participants attended from 11 economies.

Verification of Bulk Flow-metering Systems using a Master Meter (February 2021)

Training course for liquid fuels based on OIML R 117 delivered by NMIA (Australia) consisted of 3-hour sessions over 4 days. 15 participants attended from 8 economies. A master meter and a capacity measure were used as the reference standards.

Foundation Course on Pre-packaged Goods (March 2021)

Training course on pre-packaged goods delivered by DoM (Indonesia) and MBIE (New Zealand) consisted of 3-hour sessions over 4 days in 4 weeks. 19 participants attended from 9 economies. This course used OIML R 87 for inspection and R 79 for labelling.

• For all courses, the participants submitted economy reports and action plans.

APLMF/MEDEA online training courses (2.1)

• MEDEA 3 prioritizes industry, infrastructure, health �and energy related to SDGs of UN (United Nations).
• CC (Coordination Committee) is attended by PTB, APLMF �and APMP with new secretary, Ms Katja Lamichi since May.

Online planning workshops (WS) were conducted with 50 participants for each:

Planning WS on Health (6 May)

Metrological controls on the medical measuring instruments for temperature and pressure were identified as the main subjects of APLMF.

Planning WS on Water (25 June)

Metrological control on verification and type approval of water meters, and traceability for water quantity were identified as the main subjects of APLMF.

Planning WS on Rapid Diagnostic Toolkit (29 June)

It introduced a toolkit of World Bank to help NMIs (national metrology institutes) & LMAs (legal metrology authorities) to monitor performances and to improve structures.

Planning WS on Economic Growth, Industry, Innovation and Infrastructure (4 August)

It was linked to SDG 8 and SDG 9. APLMF is expected to contribute through training, reliable measurements and software for measuring instruments.

MEDEA Project in 2021 (2.2)

1. WG on Goods Packed by Measure (WG-GPM / Dr Rifan Ardianto, Indonesia)

WG covers pre-packaged goods (PPGs). WG provided a training course in March. WG plans additional courses including frozen foods and drained weights. WG plans events: (1) workshop on campaign for PPGs, (2) cooperation with “100 Years of Legal Metrology in Indonesia”, (3) a topic for World Metrology Day, and (4) workshop on OIML G 21. WG started drafting an eLearning module based on OIML R 87.

2. WG on Utility Meters (WG-UM / Mr Wang Lei, PR China)

WG covers meters for water, gas and electricity. WG provided an electricity course in January. WG started a survey on electricity meters and drafting of an eLearning module based on R 46. WG plans training courses on: (1) gas meters, (2) EV charging systems, and (3) taxi systems with GIS (geological info. sys.). WG liaises with Issuing Authorities of OIML-CS in APLMF. The scope will be expanded to cover the traceability for quantity of water.

3. WG on OIML Certificate Systems (WG-CS / Ms Zheng Huaxin, PR China)

WG liaises with OIML-CS (certificate system). WG conducted a survey in 2020 and continues the analysis of the feedbacks. WG shares the discussions in CS, shares case studies for using CS, and promotes CS to the stakeholders in APLMF. WG plans to develop an eLearning module on OIML-CS.

4. WG on Metrological Control Systems (WG-MCS / Mr Guo Su, PR China)

WG covers the metrology systems in the APLMF region, and it is responsible for APLMF guide documents. In OIML, WG liaises with CEEMS AG (Advisory Group on Countries and Economies with Emerging Metrology Systems), OTC (OIML training center), OTE (OIML training event), and RLMO RT (Regional Legal Metrology Organizations Round Table) for planning joint events. WG has provided a scholarship to invite experts to PR China. WG supports revisions of OIML D 1, D 14 and D 19 under CEEMS AG. WG supports eLearning modules developed by other WGs. This WG is expected to lead the joint task group on software and to support the workshop in Malaysia.

5. WG on Quality Measurement of Agricultural Products (WG-QMAP / �Ms Haslina bte Abdul Kadir, Malaysia)

WG covers measuring instruments for agricultural products. This WG is drafting a test procedure for meter-to-meter comparisons for verifying/testing rice moisture meters. APLMF Guide 6 on rice moisture measurement (2017) will be jointly updated. The WG also starts developing an eLearning module for rice moisture measurement. The WG finds a possibility of a new training course on sugar contents and plans a need survey among the member economies.

6. WG on Weighing Instruments (WG-WI/ Ms Suliana Ghazalli, Malaysia)

New WG set up in 2018. The former title “WG on NAWI (non-automatic weighing instrument)” was recently renamed to expand the scope to all weighing instruments. WG also covers multi-dimensional measuring instruments based on OIML R 129 and weighing-in-motion (WIM) technology (R 134). This WG has completed the eLearning module on NAWI (R 76), and it is utilized on the PTB’s site. WG continues developing eLearning modules on spring scales and weighbridges. WG plans training courses on: (1) belt weighers (R 50), (2) WIM, (3) multi-dimensional measuring instruments, (4) automatic catch-weighing instruments (R 51), and (5) automatic gravimetric filling Instruments (R 61).

7. Subject Matter Experts

After several WGs were disbanded in 2017-2018, some experts remained as Subject Matter Experts. For Mutual Recognition Arrangements (OIML-CS), Dr Charles Ehrlich (NIST, USA) and Mr Bill Loizides (NMIA, Australia) serve as the experts. However, the expert for medical measurement of Chinese Taipei retired in 2020.

Need for reviewing the Working Groups (WGs)

• The present WGs do not fully cover fluids (fuel, gas and water).
• For fuels and gases, training has been conducted by the �former coordinator and Australian trainers. However, it is �recommended to establish a new WG on Measurement of �Fuel. An invitation for WG chair/members will be circulated.
• MEDEA 3 requests to cover quantity of water. Because it is related to water meters, the coordinator recommends WG-UM would cover this field including traceability.
• Support of medical measurements is still needed after the responsible WG was disbanded in 2018. Subject matter expert(s) or a new WG is requested.
• Software for measuring instruments becomes an important topic for reliable transaction and to respond digital transformations in metrology. The coordinator recommends to set up a joint task group lead by WG-MCS.

Liaison with OIML

• OIML is setting up websites for eLearning modules. Liaison with OIML regarding these modules should be continued.

1. Capacity building at the organizational and social levels.
2. Support middle and least developed economies.
3. Transfer knowledge in the economy. Our policy is “train-the-trainers”.
4. Continue developing eLearning modules and online training courses in preparation for a conventional “face-to-face” form.
5. Initiatives of NMIs/LMAs aligned with national/international strategies.
6. M+E (monitoring and evaluation) and KPI (key performance indicators) for judging the effectiveness.
7. Cooperation with OIML, CEEMS and RLMOs for eLearning.
8. Continue to support the joint metrology portal (PTB-APMP-APLMF) and CABUREK (PTB project to support developing economies).
