Vision and progress to date

  • Camden recognised early that while doing everything possible within the powers of our current service delivery remit, it alone would not be enough to respond to this crisis. When dealing with such a diffuse, community-wide and potentially long-term challenge, we need to think differently.�
  • We have identified a set of principles to guide Camden’s COVID-19 response:
  • Camden will seek out those made most vulnerable by the current situation and actively support them – our understanding of vulnerability will reflect our values
  • Camden services will guide people to the support they need
  • Camden services will ensure all residents receive the essentials they need
  • Camden will support the organisations, groups and businesses within our communities and maximise their impact
  • Camden will prepare for the long-term now, beginning to think and plan for the organisation we must become

  • Camden has strengths in service delivery, democratic legitimacy, and cares deeply about our citizens. We have a unique ability to communicate trusted messaging, convene organisations from across all sectors within the borough and beyond, and are able to support the citizens who need our help the most.

  • So far we have worked to deliver immediate support where possible whilst the offer from central government becomes clearer, and continuity planning for our essential services. The next step is to implement sustainable medium term solutions for our citizens.

Thinking about both immediate and longer term needs

  • Within each of these areas of work we recognise that there will be challenges that require:
    • a more immediate response to address the needs of local citizens, such as delivering food packages to those unable to access it
    • a longer term sustained approach e.g. how do we ensure families receive the food they need in the longer term (anticipating future financial hardship)

  • These areas of work will be designed and delivered with both immediate and longer term needs in mind - delivering beyond the current COVID-19 crisis

Context

  • Central government are preparing a support offer to the 1.5 �million people deemed medically vulnerable in the context of COVID-19
  • There are a lot of people who do not meet the government �definition of being medically vulnerable in the context of COVID-19
  • Many people in Camden already live in poverty and have delicately �balanced lives which are in danger to tip over within the COVID-19 crisis
  • We know that many families with children and people under �21 do not have the financial and social resilience in a crisis like this

Our offer

We believe that if we focus on the people whose lives are precarious and at risk of moving further along the continuum of need as a result of COVID-19, we can prevent their situation from getting worse.

Because we know they are likely to be affected most we’ll focus our effort and resources for now on families with children and young adults under 21 years.

Our offer will include access to ...

  • essential goods (food, hygienics, medicals)
  • internet and devices (to order essential items and communicate)
  • financial support (to access benefits, maintain or increase income)
  • childcare (to ensure people can work)
  • support workers (e.g. in cases of domestic violence)
  • shelter (e.g. in cases of overcrowding, domestic violence, homelessness)
  • health support (e.g. mental health, physical health)

Key considerations

Leadership from the frontline

  • Camden has a strong early help and �family offer already
  • This combines exceptional leadership and relational practice and we were already moving in a more holistic direction (aligning our Early Help and Good Work offers)
  • We also recognised we needed a digital underpinning "to be relational you need �to be digital"
  • To design and embed a vulnerable families offer will need design capacity and programme management to drive but also strong functional leadership from Early Intervention and Prevention

Strong sponsorship from CMT

  • To move this work at pace will enable an authorising environment to be created by CMT immediately
  • Bi-weekly programme boards should set direction and ensure very strong communication into Gold
  • Different EDs will need to collaborate and unlock around overlapping functional and crisis responsibilities

What we can build on

There are many elements of good practice that already exist in the organisation and work on mobilising our COVID-19 response has already begun. We’ll build on these pieces of work, including:

  • Early help’s expertise and infrastructure to effectively assess and triage people
  • Good Work Camden’s emerging model for holistic support for employment financial resilience
  • The learning from our iterative testing of Universal Basic Services, and associated academic and business partnerships
  • The work underway to build a platform that matches need and offers of support in response to COVID-19
  • Testing and prototyping that has been done around food
