STAAR Alt 2 Disproportionality Data
Guidance will be included in the Justification/Assurances email along with instructions on determining whether there is disproportionality
LEAs must address any disproportionality in the percentage of students in any subgroup taking the STAAR Alternate 2 assessment; this is a requirement of the 1% Waiver
This information will be submitted with the Justification/Assurances by November 18th at 6:00 p.m.

IDEA-B FUNDS CARRYOVER
Check with your local business office to identify if your LEA is allowing expenditures before the “official” funds show in eGrants

Funds will “officially” populate in eGrants in late December/early January
LEAs can expend the entire grant period (until 9/30/23)
However, LEAs cannot “draw down” until the funds are officially loaded into eGrants
What: Eligible LEAs will use this funding to either continue the use of a digital dyslexia platform or assist with the cost of other appropriate interventions and supports for students with dyslexia such as paper intervention materials, training, and staffing.

Significant Expansion of Enrollment Funds
Open-enrollment charter schools that have been awarded 2022–2023 Every Student Succeeds Act (ESSA),
OR
Individuals with Disabilities Education Act, Part B (IDEA-B) federal grants may qualify for additional funding
To claim significant expansion of enrollment for both ESSA and IDEA-B, your open-enrollment charter school must meet both of the following criteria based on the newly expanded enrollment:
If your LEA meets the criteria, email the Federal Fiscal Compliance and Reporting (FFCR) Division of the Texas Education Agency (TEA) at compliance@tea.texas.gov with your charter school name, county-district number, and a request that your 2022– 2023 SC5050–LEA Enrollment Data Request (SC5050) has opened

LEAs will complete a Residential Facility Tracker Identification Form via a TIMS ticket when there is a new RF within their geographic boundaries or when information for a RF changes.

A Residential Facility provides 24-hour custody or care of students 22 years of age and younger who attend the facility for detention, treatment, foster care, or any non-educational purpose.

Critical shortage of vision professionals exist across the nation, state, and Region 10. Texas Tech University (TTU) & Stephen F. Austin University (SFAU) are doing their best to identify, recruit, and graduate students, however, additional supports are needed.

Annual Registration of Students with Visual Impairment
What is it? An annual count of all students identified as having a visual impairment. This count includes students under the age of three, deafblind (or VI & DHH), and receiving accommodations under 504.
How it assists you? The count generates State Supplement Visually Impaired (SSVI) funds and federal quota funds to obtain educational materials from the American Printing House (APH) for the Blind. The data collected assists in regional and statewide program planning, as well.

Does E1713 ECI-TRANSITION-CONFERENCE-DATE need to be reported if the parent opted out of the ECI transition conference for one of the SPPI-12 children being reported. If so, what date should be reported?
Yes. E1713 ECI-TRANSITION-CONFERENCE-DATE is a required data element for all SPPI-12 children.
If the parent opted out of the ECI transition conference, the LEA should report data element E1713 ECI-TRANSITION-CONFERENCE-DATE as the same date reported for E1712 ECI-NOTIFICATION-DATE.

89.1053(b)(2) - Restraint means the use of physical force or a mechanical device to significantly restrict the free movement of all or a portion of the student's body

The provisions adopted under this section do not apply to the use of physical force or a mechanical device that does not significantly restrict the free movement of all or a portion of the student's body. Restraint that involves significant restriction as referenced in subsection (b)(2) of this section does not include:
