Higher Education Reform Expert (HERE) : Expert de la réforme de l’enseignement supérieur

L'objectif principal des équipes nationales d'experts en réforme de l'enseignement supérieur est de fournir un réservoir d'expertise et d'agir en tant que groupe de réflexion pour promouvoir et participer aux politiques de développement et aux réformes de l'enseignement supérieur, en étroite collaboration avec le ministère de l'enseignement supérieur.

• Mettre au point les stratégies de développement et de modernisation. �
• Fournir des conseils aux établissements d’enseignement supérieur dans les domaines d'expertise:  assurance qualité, réforme des programmes, cadres de qualifications nationaux et européens, mise à niveau et la reconnaissance internationale et la reconnaissance internationale etc.

• Diffuser, sensibiliser et promouvoir à travers l'organisation ou la participation à des manifestations thématiques et production d’étude et de rapport pour le Ministère : séminaires, ateliers, conférences, vidéos, rapport, études etc.

SPHERE event descriptions and objectives

Seminars will be organised as international events tackling a HE reform theme, providing theoretical background and showcasing diverse approaches and examples

The study visit will be a more detailed, hands-on activity. It would offer an in-depth look at a specific institution in its context, and how it manages a theme or topic (such as inclusion in international mobility, student participation in governance, university research management, industry collaboration

Conference would be both a “recap” event, showcasing lessons learned from the year, TAM results and synergies with related E+ projects, as well as a forecasting event for the following year, and offer networking and peer learning opportunities.

Short Survey – Spring 2023

To give an overview of the priorities in each country’s national context, and help identify topics to be addressed, in particular for 2023.

To inform the design of the overarching SPHERE annual programme for 2024.

A flexible tool to meet national development needs

• Should be part of the annual national work plan or part of the planned higher education reform process underway in a specific country or region 
• Must provide a clear added value with regards to national higher education reform objectives
• The NEO is in charge of the logistics 

​

What the expert could be asked to do

• Workshops, inputs to conferences, chair round table discussions, present trends and current information, facilitate focus groups, assist in national policy discussions, support national team in developing training materials, etc.
• Increasing pool of experts. NEO and HERE Team can suggest experts to be approved by the SPHERE Team

​

NEW! Follow up activity: 1 per TAM

• NEO and HERE Teams should also foresee a follow up activity to maximise the impact of the TAM and to promote the HERE network
• It will depend on the nature of the TAM and the results obtained, as well as on the resources of the HERE Team
• Examples: Dissemination webinar, follow up meeting with national authorities, online event promoting a more extensive publication, policy briefs, development of a publication, etc.

Technical Assistance Missions (TAM)

A TAM provide targeted assistance to NEO and HERE teams. A TAM is the provision of an international expert for the period of 1.5 - 2 working days.
