A historic day in Petrograd as Comrade-Delegates from across the Motherland convene for the inaugural session of the ALL-RUSSIAN CONGRESS OF SOVIETS. Organized by the PETROGRAD SOVIET to prepare for the election of the Constituent Assembly, the Congress comprises some 1090 delegates representing over 400 Soviets.
The Congress has released its official agenda, with the following issues on the docket for debate:
Public expectations are high as the delegates will have THREE WEEKS to produce coherent policy on the issues plaguing our nation, whilst furthering the spirit of REVOLUTION.
Pay heed, comrades! What happens next could very well determine the fate of our Motherland.

UKRAINIAN CENTRAL RADA ISSUES “FIRST UNIVERSAL”-- DECLARES AUTONOMOUS UKRAINIAN PEOPLE’S REPUBLIC
Ukraine’s CENTRAL RADA -- the united council of Ukrainian Soviets -- has issued a declaration of self rule dubbed the FIRST UNIVERSAL. The act outlines the creation of "a new system of free autonomous Ukraine.” The proposed Ukrainian territory would be self-governing while remaining under political union with Russia.
“Let there be a free Ukraine. Without separating from all of Russia, without breaking away from the Russian State, let the Ukrainian people on their own territory have the right to organize their own life. Let a National Ukrainian Assembly (Sejm), elected by universal, equal, direct, and secret suffrage, establish order in the Ukraine. Only the assembly shall issue all laws which are to establish this regime.” –-From the test of the FIRST UNIVERSAL of the UCR
The move comes after months of tension between Ukraine and the PROVISIONAL GOVERNMENT, which has repeatedly refused to entertain the Rada’s requests for administrative autonomy. Many see the act as a symptom of the Provisional Government’s weakness and lack of central authority.
An emergency delegation of Socialist ministers led by ALEXANDER KERENSKY will travel to Ukraine to negotiate on behalf of the Provisional Government. Ukrainians demand the acknowledgement of the Central Rada as the regional governing body in Ukraine and the Ukrainization of Ukrainian army units.
The issue has proven controversial in Russia. Liberals and chauvinists have reacted with shock and anger at what they call “treacherous betrayal” during a time of war. The bourgeois-liberal Kadet party (which shares the Provisional Government with Kerensky’s socialists) has taken a hardline stance, refusing to grant concessions. The Socialist ministers of the peace delegation look to the Congress of Soviets to issue an official response to guide the negotiations.

UPDATE ON THE UKRAINIAN NATIONAL QUESTION
A stormy meeting in the PROVISIONAL GOVERNMENT as the socialist delegation reports to the cabinet on its mission to Ukraine. Guided by policy set forth in an official resolution of the CONGRESS OF SOVIETS, the Provisional Government acknowledged the authority of the UKRAINIAN CENTRAL RADA to organize a regional government, and in addition agreed to negotiate a map to developing Ukraine’s political identity further. The Provisional Government refused, however, to consider the Ukrainization of Ukrainian army units until the end of the WAR.
The report incensed the bourgeois-liberal members of the Kadet party, who were firmly opposed to granting any concessions. The liberal ministers stormed out of the meeting in anger. ANDREY SHINGAREV, the liberal Minister of Finance and member of the Kadets, had this to say: “We believed working with Kerensky’s socialists was necessary to save our democracy, but they have acted recklessly against the wishes of this Government. It is clear they value the word of their Soviets over that of their political allies in the Government. If they continue to act radically, we do not see how we can continue working with them.” Could the socialists’ tentative agreement with the liberals be in jeopardy? It remains to be seen how the continuing session of the CONGRESS OF SOVIETS will affect this.

TURMOIL IN THE STREETS OF PETROGRAD! ANARCHISTS RAID NEWSPAPER PRINTING HOUSE IN VYBORG DISTRICT
The printing house of the newspaper RUSSKAYA VOLYA was attacked by a band of revolutionary ANARCHISTS today in a violent outburst that shook the streets of Petrograd’s radical VYBORG district.
The militants, led by prominent anarchist and Petrograd Soviet member IOSIF BLEIKHMAN, declared their intent to “liberate the printing workers from the yoke of capitalism” and commandeer the printing house itself “for the needs of socialism.”
The band is comprised of radicalized factory workers and Baltic Fleet sailors from the nearby Vyborg naval base. Vyborg is one of the most radical urban districts in Petrograd, and the anarchists enjoy much support from the local workers and sailors.
The anarchists’ base of operations lies at nearby DACHA DURNOVO. This stately villa was once the property of tsarist general P.P. DURNOVO. Following the REVOLUTION, it was seized and expropriated by anarchist militias who transformed it into a miniature commune. It is now occupied by various affiliated anarchist groups, including a bakers’ union, a neighborhood militia, and several Vyborg sailors.
The PROVISIONAL GOVERNMENT has ordered the soldiers of the PETROGRAD GARRISON to dislodge the anarchists. However, due to ORDER NO. 1, the garrison authority will refuse to obey any government order without a statement from the SOVIETS. Luckily, the CONGRESS OF SOVIETS is currently in session, and can issue an official statement.

ARMY COMMITTEES REEL FROM ANNOUNCEMENT THAT SOVIETS PLAN TO AMEND ORDER NO. 1-- PROVISIONAL GOVERNMENT FINALIZES PLANS FOR “KERENSKY OFFENSIVE”
In response to the anarchist expropriation of the Russkaya Volka printing house, the CONGRESS OF SOVIETS issued a surprising sympathetic resolution, offering negotiation and an official platform for the anarchists to make their grievances heard. The news seemed to offer temporary calm to the unruly anarchist band, but caused discontent in the urban bourgeois. A Petrograd business owner said: “We are truly living in an unruly time. Where is the respect for private property and liberal sensibility?”
The news was dwarfed, however, by the announcement that the Congress plans to amend ORDER NO. 1, the popular act which resulted in the widespread formation of democratic military committees. Sailor-representatives from the radical KRONSTADT and VYBORG naval bases reacted with disgust, stating: “The Provisional Government offers meaningless platitudes with one hand, while with the other, they attempt to snatch away the freedoms we have won in the REVOLUTION.”
The news comes as the Provisional Government begins to finalize preparations for the “KERENSKY OFFENSIVE.” MINISTER OF WAR ALEXANDER KERENSKY has promised that final preparations for the offensive are underway, and initial artillery barrages on the Austro-Hungarian line will begin soon.
In the SEVENTH and ELEVENTH ARMY COMMITTEES on the SOUTHWESTERN FRONT—the units who will carry the brunt of the offensive—the news caused confusion and uncertainty. Although these committees are now dominated by moderate SRs and MENSHEVIKS, radical sentiments are gaining traction amidst uncertainty. The BOLSHEVIK army newspaper OKOPNAYA PRAVDA circulates widely, spreading anti-war propaganda.
Disarray and confusion prevails on the front as army committees look to the CONGRESS OF SOVIETS for guidance, and to make an official statement clarifying their stance on the OFFENSIVE and whether or not the troops should obey the orders of the PROVISIONAL GOVERNMENT. The committees are also anxious to see how changes to ORDER NO. 1 will affect them.

CHAOS ON THE FRONT AS CONGRESS OF SOVIETS DENOUNCES OFFENSIVE-- PROVISIONAL CABINET COLLAPSES AS LIBERAL MINISTERS RESIGN
The CONGRESS OF SOVIETS issued a resolution today denouncing the coming KERENSKY OFFENSIVE just weeks before initial assaults were slated to begin. In a confusing and somewhat contradictory committee session, Soviet delegates disavowed any offensive military operation and instead endorsed an alternate policy which would focus on defense of the existing frontline and the immediate negotiation of a ceasefire with the CENTRAL POWERS.
Moods run high on the front as the relieved SEVENTH and ELEVENTH ARMIES experienced a massive breakdown in discipline, despite attempts from the Soviets to promote the restoration of officer authority. Superior officers are powerless to control their men who, emboldened by the Soviet declaration, now openly fraternize with enemy troops and refuse to follow orders.
Enraged by the constant undermining of their authority by the socialists, the liberal ministers in the cabinet issued a mass resignation, triggering a GOVERNMENT CRISIS. Former Minister of War ALEXANDER KERENSKY has become the new PREMIER of the Provisional Government, scrambling to appoint a new socialist cabinet.
The weakness of the Government has prompted mass protests in the streets of Petrograd as jubilant workers demand the CONGRESS OF SOVIETS seize power from the Provisional Government and declare SOVIET RULE in Russia.

CENTRAL POWERS RESPOND TO RUSSIAN WAR DECLARATION
The CENTRAL POWERS issued a response to the CONGRESS OF SOVIETS’ message extending negotiations for a potential end to the WAR. The GERMAN EMPIRE sent the following message:
“We are glad the Russians are finally seeing sense and submitting to the might of the superior German Empire. However, the Russians are arrogant if they believe we will be satisfied with a white peace. Russia does not have anywhere near a strong enough bargaining position for this, and this war has been far too costly for our empire to leave without territorial gains. The following is a list of our demands:
Russia must renounce all territorial claims in Finland, Estonia, Latvia, and Lithuania, as well as most of Belarus and Ukraine. Germany and Austria-Hungary intend to determine the future fate of these territories. Russia will also pay Germany a fine of 300 million Marks.
Considering the weakness of the Russian army and the instability of your government, We would recommend you take this deal, or we are prepared to continue hostilities.”
The announcement has caused a scandal in the Russian press, as the exorbitant demands would cost Russia 34% of its population, 54% of its industrial land, 89% of its coalfields, and 26% of its railways.

CONGRESS OF SOVIETS SEIZES POWER-- PROVISIONAL COLLAPSES AS RUSSIA TRANSITIONS TO SOCIALIST STATE
A whirlwind session of the CONGRESS OF SOVIETS as Russia’s socialist leaders declared the seizure of power from the PROVISIONAL GOVERNMENT, leaving the crumbling government a shadow of its former self, effectively gutted of all authority.
The streets of PETROGRAD and every other major city in Russia are filled with the jubilant cheers of workers, marching in support of the new SOCIALIST REGIME. With this move, Russia has effectively transitioned to SOVIET RULE.
As their first act, the Soviets announced the total liquidation of the officer corps, instead instituting a democratically-elected system of PEOPLE’S COMMISSARS to lead the military. The news has caused a jubilant uproar on the front as the soldiers explode with revolutionary enthusiasm for the war effort.
A massive artillery bombardment began today as the armies of the SOUTHWESTERN FRONT begin a surprise offensive on the Austro-Hungarian defenses. The 11th and 7th armies take rousing initial victories with the capture of Zolochiv, Berezhany, and Zboriv.
The dawn of a new era begins for the socialist PEOPLE’S REPUBLIC OF RUSSIA.
