Where Does Intervention and Referral Services (I&RS) Fit?

  • I&RS/RTI Teams work at the building level with key stakeholders to identify and support students who have been referred for learning, behavior and health difficulties through the collection of data and design and implementation of action plans to support identified students and staff members who work with these students.

  • Tiered academic interventions are designed at the district level and implemented at the building level to support students to achieve grade level academic expectations through the use of standards-based, evidence-based resources.
    • Tier I academic interventions are available to ALL students.
    • Tier II & III academic interventions are available to TARGETED students based on multiple data points including screening assessments and/or standardized, normed assessments.

  • Use your login credentials and follow your building’s I&RS procedures to launch an RTI Data Collection Form (Request for Assistance) for any student for whom you have concerns. If you are unsure if you need to submit a form, please contact your assigned building administrator for direction.

    • Standards-aligned instructional curriculum with prioritized content pacing (districtwide)
    • Evidence-based, standards-based resources as platform instructional programs
    • Accommodations, supports and strategies for all learners.
      • MODIFICATIONS are for ESL and IEP students only
    • Teacher-directed interventions (remedial/ reinforcement work, conferencing, table time)
    • Academic Coaches (Pre K, ELA, Math K-8 and Inclusion) to assist teachers with strategies and techniques
    • Access to leveled materials in the classroom
    • Evening Virtual Tutoring (when available)
  • **Be sure you have tried Tier I interventions listed above, before requesting I&RS assistance for Tier II or Tier III**

    • Students in the general education setting (80% of students expected in this Tier)
  • Where/When?
    • In the classroom during daily instruction
  • How/Why?
    • Screening tools (benchmarks, classroom assessments, guided reading notes, progress monitoring instruments)
    • Use of data to inform instruction in small, flexible and/or whole groups

  • Tier II- Beyond the classroom (available for TARGETED students)
    • **Requires a content administrator’s authorization for eligibility**
    • Use of multiple data points to determine eligibility
    • Intervention Teacher uses standards- based intervention resources
      • ELA examples: Ready Coach, FCRR, Wonders Intervention Manuals, UFLI, WTW, Common Lit 360
      • Math examples: MAP Accelerator, Khan Academy, SAVVAS enVision MDIS
    • Examples:
      • Academic Achievement for ELA Gr.K-5 (push in class support-grade K, Tier II/III skill-based intervention push in grouping 1-5)
      • Academic Achievement for Math push in class support Gr. 1-5
      • Literacy Lab Gr. 6-8 (whole group and individualized resources)
      • Mathematics Lab 6-8 (whole group and individualized resources)
      • English Composition HS (whole group and individualized resources)
      • Grant-Funded In Person Tutoring Programs and/or Intervention (Targeted) Clubs and Mentoring (vary as resources and staffing permit, K-12)
    • **TEACHERS submit an RTI Data Collection Form/Request for Assistance if a student is A) receiving Tier I, not receiving Tier II and is FAILING, or if a student is B) receiving Tier I AND Tier II (8 weeks min) and is STILL AT RISK FOR FAILING**

BTSD Tier II Academic Interventions

  • Who?
    • Targeted students identified for poor learning outcomes, in small groups
    • 15% of students expected in this Tier
    • TEACHERS submit an RTI Data Collection Form/Request for Assistance if a student is A) not receiving Tier II/III and is FAILING, or if a student is B) receiving Tier II/III and is AT RISK FOR FAILING
  • Where/When?
    • Intervention Teacher delivers, typically “push in” or “double dose”
    • May occur in Tier I classroom, pull out room, or second course/double dose
    • Tutoring programs operate beyond school day/year
  • How/Why?
    • Require appropriate content admin approval for entry
    • Use of multiple data points including screening assessments (see Tier I) and/or standardized, normed assessments to determine eligibility
    • Additional, program-specific assessments may be recommended for students identified for consideration based on multiple data measures
    • Frequent use of data to track individual student’s progress/response to intervention

  • Tier III- Customized to needs (identified individual students)
    • Standards- based resources for Tier III pull out programs
    • Use of professional evaluation and/or standardized testing to determine eligibility
    • Setting and placement is dependent upon student individualized needs
    • May include modifications to platform work per IEP or other legal document

  • Tier III- Beyond Tier II (available for approximately 5% of students)
    • **Requires a content administrator’s authorization for eligibility**
    • Use of specialized assessment, multiple data points to determine eligibility
    • May be provided by an AA Teacher, Tutor or other Teacher just as in Tier II, but with increased frequency or duration
    • May include alternate programming and/or modifications to platform program work (per IEP or ESL status or other legal document)
    • May include access to alternate standards-based resources for Tier III ( iReady, Ready Math K-8, Wilson Reading System, Language Studio, Learning Ally)
    • Tier III In Person Tutoring and/or Intervention (vary as resources and staffing permit, K-12)
    • May include Academic Coach attempting a personalized assessment, interview or intervention with student for data collection purposes
  • I&RS Team meeting notes indicate that Student is receiving Tier II (12 weeks min) and is FAILING email building admin in charge of I&RS and request they contact
    • Asst Supt C&I for gen ed students
    • Assigned case manager for special ed students

BTSD Tier III Academic Interventions

  • Who?
    • Consider Tier III for individuals who have not responded to Tier I and II interventions and/or who have specialized needs not met by Tier I and Tier II interventions and/or settings
    • 5% of students expected in this Tier
  • Where/When?
    • Setting and placement is dependent upon student individualized needs
  • How/Why?
    • Use of multiple data points including those from Tier I and Tier II
    • Use of professional evaluation and testing to determine eligibility
    • Frequent use of data to track individual student’s progress
