PHYSICAL EXAMINATION REQUIREMENTS

All athletes must have a valid, completed and signed VHSL Athletic Participation/Parental Consent/Physical Examination Form on file at the school prior to engaging in any conditioning program, weight training, practices, and/or competitions.

Students who have been examined once during the period of May 1 of the current year through June 30 of the succeeding year (14 months) do not have to be examined again during that period.

ACADEMIC ELIGIBILITY

VHSL rules require that students are enrolled in five or more classes taken for credit toward graduation

Also, students must have passed 5 or more classes the previous semester

All athletes must attain at least a 2.0 GPA in courses taken the preceding semester

Students who do not meet the GPA standard have the option to use a waiver available to them one time during their high school years

NCAA ELIGIBILITY CENTER

College-bound student-athletes will need to meet a prescribed set of academic requirements while in high school in order to practice, receive athletic scholarships, and/or compete during their first year.

All prospective collegiate student-athletes must register online to create a certification account at the NCAA Eligibility Center (https://web3.ncaa.org/ecwr3/) .

SPORTSMANSHIP

Participation in co-curricular activities is a privilege.

Student athletes are expected to conduct themselves in a manner that meets the highest standards at all times.

 It is the goal of VBCPS to provide all students with opportunities to engage in athletic activities that enrich their education and further develop the core values of respect, responsibility, fairness, trust, and good citizenship.

Expectations for the behavior of athletes, coaches, and spectators at athletic contests, practices and events can be found in the

  • HS athletics are suffering from a shortage of referees/officialsin a variety of sports.

  • In some cases, games have had to be postponed or contest dates have had to be changed due to this situation.

ATHLETIC TRAINING SERVICES

To help minimize the risk and to manage injuries associated with participation in high school sports, each school has access to a certified athletic trainer, supplied by the Children’s Hospital of the King’s Daughters (CHKD). An athletic trainer is not required to be present at all practices but can be available by phone.

CONCUSSION MANAGEMENT

The Virginia General Assembly has mandated that all student athletes, parents, and coaches follow the VBCPS Concussion Policy.

When an athlete has been evaluated by an athletic trainer and/or physician for a concussion, the athlete will enter a graduated return to play after the athlete is completely symptom-free. Each stage is a minimum 24-hour period. The return to play progression will be a minimum of 4-5 days.

Parents/Guardians of athletes are required to acknowledge that they have read and understand VBCPS’ Concussion in Sports Information Sheet which can be found in the Beach District Athletic Manual.

THE ImPACT PROGRAM

VBCPS is utilizing the ImPACT Program, an innovative concussion management program for athletes involved in sports having a greater risk of head injuries. It consists of an online computerized exam that each athlete takes prior to an athletic season.

If the athlete is believed to have suffered a concussion during participation, the exam is taken again and the data is compared to the baseline test. The results are used as one tool in making safe return-to-play decisions.

Parents/Guardians of athletes are required to acknowledge that they have read and understand VBCPS’ ImPACT Concussion Management Program Information Sheet which can be found in the Beach District Athletic Manual.

SUDDEN CARDIAC ARREST

Sudden Cardiac Arrest (SCA) is when the heart stops beating suddenly and unexpectedly. When this happens, blood stops flowing to the brain and other vital organs. SCA does not just happen to adults; it takes the lives of students, too. It is the #1 cause of death for high school student athletes.

Emergency Response to SCA

  • Fainting or seizures during exercise
  • Unexplained shortness of breath
  • Dizziness
  • Extreme fatigue
  • Chest Pains
  • Racing Heart
  • SCA should be suspected in any athlete who has collapsed and is unresponsive
  • Act immediately
  • Recognize SCA
  • Call 911 immediately, activate EMS
  • Administer CPR
  • Use AED

HEAT-RELATED ILLNESS

“Heat-related illness” is a general term encompassing four specific conditions: (1) heat stroke (a medical emergency); (2) heat exhaustion; (3) heat syncope (fainting); and (4) heat cramps.

Local monitoring of ambient temperature and humidity levels, combined with policies that limit practice duration, activity intensity, and the wearing of protective equipment during periods of high temperature and humidity levels, is critical to preventing heat-related illness and promoting student-athlete health and safety.

Signs and symptoms include: Irrational behavior, irritability, or emotional instability; Altered consciousness; Excessive fatigue; Disorientation; Dizziness; Headache; Confusion; Nausea or vomiting; Diarrhea; Collapse; Staggering or sluggish feeling.

ENERGY DRINKS

Virginia High School League Rule 27-10-1(1) prohibits athletes from consuming energy drinks during participation in VHSL practices and competitions.

NUTRITION/HYDRATION

  • Please be mindful of healthy nutritional habits to help your student athlete fuel their performance.
  • It is imperative that student athletes stay hydrated throughout the season.

STEROID ABUSE

The use of the steroids won't lead to muscle growth without also leading to other unintended, undesirable side effects.

a student who is a member of a school athletic team shall be ineligible for two years to compete in interscholastic athletics if it is determined by the school principal and division superintendent that the student used anabolic steroids during the training period immediately preceding or during the sport season of the athletic team, unless such steroid was prescribed by a licensed physician for a medical condition. (VHSL Handbook 27-15-1(9))

ATHLETIC INSURANCE

Adequate insurance coverage for an athlete is the responsibility of the parent or guardian.

The school system purchases accident insurance for students for coverage while they are involved in interscholastic activities. No accident insurance plan is comprehensive. A child could be seriously injured resulting in sizeable medical costs for which parents are responsible.

The school system is again offering insurance coverage without a premium cost to the parent but with a deductible of $100.00 per injury.

COMMUNICATION

  • Do not approach a coach during or directly after a practice or contest.

-Email the coach the next day to set up a time to discuss concerns

-Encourage your student athlete to advocate for themselves appropriately

  • Appropriate issues to discuss with the coach:
    • ways to help your child improve
    • concerns about your child’s behavior

  • Inappropriate issues to discuss with the coach:
    • playing time
    • starting positions
    • team strategy
    • play calling
    • other athletes

COMMUNICATION

A healthy relationship among the athlete, coach, and parent contributes greatly to a positive experience for the student athlete.

Both athletes and parents are urged to discuss concerns, such as the student’s mental and physical well being, strategies for improving individual performance, and issues of behavior with the coach in the appropriate setting and at the appropriate time.

ANTI-HARASSMENT, BULLYING, AND HATE SPEECH

POSITION STATEMENT

The Beach District and Virginia Beach Middle School League are committed to creating inclusive athletic and activity programs that welcome all students in order to foster individual interests and develop talents and aspirations. We pledge to educate, prevent, intervene, and issue consistent consequences to combat harassment, bullying, and hate speech. By standing together against bullying, harassment, and hate speech, we uphold the values of equity, diversity, and respect that make up the cornerstone of public education.

NOTE:

If a student-athlete is found to have engaged in any behavior that constitutes harassment, discrimination, bullying, or hate-speech, the student will be removed from the athletic team and could face additional disciplinary action. Furthermore, reinstatement to the activities program at the school will require the completion of a designated educational component addressing the issues of harassment, discrimination, bullying, and hate-speech.

HAZING

The Virginia Beach City Public Schools and the Beach District Principals Association, in an effort to promote a positive atmosphere in all student activities, has adopted an anti-hazing statement that can be found in its entirety in the Beach District Athletic Manual.

All incidents of hazing should be reported immediately to school administrators.

SOCIAL MEDIA

The Beach District Principals Association recognizes and supports its student athletes’ and coaches’ rights to freedom of speech, expression, and association, including the use of social networks. Using these communication tools in an inappropriate manner can have negative consequences.

Any authorized or unauthorized use in school or out of school of computer software, computer networks, telecommunication devices, information technology, and related technologies, which disrupts or interferes with the educational process in any manner is prohibited and may result in removal from the team or activity and a recommendation for expulsion.

prohibited behaviors and some guidelines for using

social media properly.

OUT-OF-SEASON PRACTICE

The VHSL allows teams to hold practices outside the stated competitive season with certain limitations and stipulations.

Four “dead periods” are designated where no coaching, observing, or contact between a coach or player may occur.

During out-of-season practices:

  • no school vs. school competition may take place
  • participants must have a valid physical form on file
  • activities cannot be made mandatory or used as an evaluation tool for tryouts
  • must be open to all students with a valid physical

NAME-IMAGE-LIKENESS (NIL)

Any student-athlete enrolled in a VHSL-member school, who enters into an agreement to be compensated as a result of the commercialization of the student’s name, image, or likeness, must submit a notification form to the high school’s principal within 72 hours of entering into the contract.

The notification form can be found on the VHSL website.

Students must comply with VHSL policies regarding NIL or possibly face loss of their amateur status.
