NJDOE Strategic Plan (October 2022)

  • Eventually provide universal full-day preschool for all 3 and 4 year olds.
  • Two Phase Plan
    • Phase 1- Establish clear priorities for reaching the goal of expanding high quality preschool.
    • Phase 2- More detailed and extensive research to execute priorities.
  • Implementation developed by late FY23

Pre-School Expansion

  • Proposal of funding starting January 2023 with current students - move full day
  • Per Pupil Allocation
    • Based on county and different depending on delivery system
    • Covers teacher, teacher assistant, coach, materials, supplies, professional development, field trips and rental space.
    • It DOES NOT cover transportation
  • Up to 5 years to get 90% of our “universe”
  • State recommends lottery option for a 5 year plan
  • Mixed delivery system
    • In-district and/or contract with childcare providers

Classroom Requirements:

  • 700 square feet and bathroom either inside of the classroom or in direct line of site from the classroom.
  • General education classroom size max is 15 students
  • Special education classroom size max is 12 students

Highland Park:

  • ECPA Funded Half-Day Program (Early Childhood Program Aid)
  • Current enrollment:
    • 4 general education classes (1 ICR) - 51 students
    • 1 preschool disabled class - 7 students (4 pending)
    • 1 preschool ABA class - 3 students

Highland Park:

  • Opportunity to start expansion as early as January 2023 with only current students.
  • Barriers:
    • Need 6 additional classrooms
    • We have 4 available (need find 2 for January)
    • We would need to hire 3 more teachers

Next Steps:

  • Looking to see if local childcare facility could take 2 classes in January.
  • Contacting places to rent and local childcare facilities for partnerships.
  • Create a 5 year plan to possibly enroll anywhere between 150-250 students (1st grade ASSA x2)
    • Operational budget - transportation costs in this plan
