iSOSY: Innovative Strategies for OSY and Secondary Youth

Consortium Incentive Grant

iSOSY will facilitate PLCs to focus on the use of strategies and materials that fit the needs of the students and within the structure of the local MEP. Members will be responsible for reporting out about what they implemented in their state.

Professional Learning Circles (PLCs)

We will partner with organizations serving similar populations to reduce duplication of efforts and ensure OSY and at-risk secondary students have access to services. Partners include other funded CIGs, HEP/CAMP, ABE, Migrant Health, and IHEs.

Collaborations

A major focus of PLC work will be garnering engagement from students and describing what worked and what did not work. Activities will include learning plans, goal setting, leadership academies, relationship building, self care, and personal wellness.

Engagement

Partners will implement innovative summer services aligned to local needs and structures. iSOSY will have a variety of options to choose from such as goal setting workshops, virtual or in-person English lessons, summer camps, academic skill building, and SEL activities.

Improving Summer Services

The online Student Portal will be available for students and instructors with materials for a variety of needs such as life skills, learning English, preparation for high school equivalency tests, and health lessons.

Student Portal

Migratory students who wish to learn more English will have access to a library of self-paced lessons and live online classes from master educators.

Synchronous and Asynchronous English Lessons

Outcomes

iSOSY will offer pathways for obtaining certifications or micro-credentials such as OSHA certification, office software training, and more! See success stories at https://www.osy-migrant.org/sp-student-successes

Certifications and Micro-credentials

Designed for students with limited or interrupted formal schooling and a goal of obtaining a high school equivalency degree, this course will build foundational academic skills.

Pre-HiSET and GED Instruction

Goal: Improve the delivery of MEP instructional services and outcomes for OSY and at-risk secondary students with an emphasis on engagement and summer instruction.

35 of 74

State Responsibilities

  • Participate in project activities, including use of instructional materials and staff training
  • Provide evaluation data to the lead state
  • Review and approve the CIG budget
  • Contribute to CIG expenses
  • Appoint representatives and attend meetings
  • Work with your authorized representative to complete required Federal forms

36 of 74

Needs Assessment

  • OSY profile will be conducted as usual
  • States will be encouraged also to conduct focus groups with OSY and at-risk secondary students about needs, goals, and the impact of COVID-19

37 of 74

Professional Learning Circle (PLC)

  • PLCs replace the TST
  • In Year 1 PLCs will review existing iSOSY materials and evidence-based strategies and select one or more to pilot in Year 2
  • The pilot projects are “iSOSY Initiatives” in the FII and proposal
  • PLCs will work together to create objectives for the iSOSY initiative, determine how progress will be measured, and decide on training needed
  • Following implementation in Year 2, PLCs will create an initiative guide detailing what worked and what did not
  • In Year 3, improvements will be made and the initiative conducted again at the same place or in a wider implementation

38 of 74

PLC Workgroups

  • Options include Student Portal, Summer Youth Academies, Live Lessons, Certificates, Goal Setting and Learning Plans, Life Skills, English Language Development, pre-HSED
  • What else could be an iSOSY Initiative?

39 of 74

DRAFT Objectives

  • Objective 1: Each year, 70% of migratory OSY and secondary youth at-risk of dropping out who participate in iSOSY instructional support will demonstrate 5% growth on iSOSY curriculum-based assessments.
  • Objective 2: By the end of Years 2 and 3, 70% of OSY and at-risk secondary students participating in an evidence-based academic activity (iSOSY initiatives) aligned to their needs will demonstrate satisfactory completion of activity objectives.
  • Objective 3: Each year, 80% of staff participating in iSOSY professional development (PD) will increase knowledge and understanding of innovative, evidence-based strategies to address OSY/at-risk student needs arising from the COVID-19 pandemic.

PLC Workgroup

Professional Learning Circle: Intern and Volunteer Program Development

1

Initial Discussion/Decision

States/programs were invited to participate in a PLC that was going to focus on internship and volunteer programming. Facilitator keeps running notes and helps develop the individual state/program ideas and helps set goals.

2

Monthly Meetings

Each state/program provides an update of the work they have been progressing on. The group shares ideas, feedback + resources for each other. Each state/program states what are the next action steps they will be taking and working on in the upcoming month prior to the next meeting.

3

Outcomes

State/program will have progressed on the development of an internship/volunteer program- whatever stage that is in.

Facilitator will use running notes and create a one page ‘case study’ for each project- documenting the process, resources and outcomes of each project- this can then be used by other programs/states as a template/ideas for future program development.

Each module will consist of 10-12 lessons.

Each lesson will end with a short quiz. Quiz completion with a 70% or higher will be considered passing (at that point the next lesson will be available). If 70% is not reached the student can retake the quiz.

Completing each module will require approx. one hour per day for two weeks. All three modules could be completed in about six weeks; however, the material will remain available for three months.

The modules will be located in Blackboard: https://fsblackboard.fortscott.edu/. The instructor will provide each student with login credentials (username and password) that are shareable with their service provider.

Material will be in English…bilingual support only.

Personal Wellness Case Studies

  1. Last summer Rosa, an OSY, lived in fear of being robbed. She was not forthcoming about her living situation and worked a night shift. She did not have the required documentation for a banking account and was therefore reliant on using a lock box in her worker housing. As a result, she was preoccupied with being robbed. Because we couldn't meet her basic need for safety, it was a struggle to introduce any other resources.

  • Willi is a migratory youth who is very disconnected with both his family and his network of friends. Despite attempts from his caseworker, he does not want to talk about his isolation. He does not want to draw any attention to himself, and as a result does everything possible to not be seen or to engage with others. A teacher reports that they suspect that bullying may be occuring in his school because of the fact that English is his second language. How can you reach or support him?
