CBQ Key Features

  • Continuous assessment throughout the duration of the qualification conducted by Centres. No examinations or exam windows.
  • Assessment focuses on testing practical skills using observation, Learner reflection, product evidence.
  • Centres have the flexibility to evaluate their learners when they believe they are prepared for assessment.
  • Centres must have internal quality assurance procedures in place that ICM check through external quality assurance.

Advantages of ICM CBQs

  • RESEARCH BASED: CBQs are underpinned by research by Kolby (1984) and Dewey (1938) who both advocated for learning through experience.
  • RESEARCH BASED: CBQs draw on constructivism, as proposed by Vygotsky (1978) in that Learners can construct their knowledge around what they already know and can develop new skills and knowledge at a pace that suits them.

Need for CBQs

  • African Industry Demand:

Without job-related skills, youth and adults cannot benefit from the employment opportunities that offer a decent income” (African Union, 2024).

  • African Government Demand:

80 percent of employers did not fill the vacancies due to job seekers lacking technical skills” (Ministry of Labour and Social Protection, 2022).

  • United Nations Demand:

How to apply for CBQs?

  • Send an email to ICM Centre approvals (centreapprovals@icm.education) requesting CBQ application form (https://forms.gle/jSNSrTUQh6bXwNEe8)

  • Centres complete the CBQ Approval Process (once received ICM will review and respond within 20 business days from enquiry)

  • Application review by ICM to decide the outcome

ICM Approved Centre's role in CBQs

  • Allocating a sufficient and suitably qualified teaching and quality assurance team to include:
    • Assessor
    • Internal Quality Assurer
    • Qualification Leader

  • Register Learners at the start of delivery to ensure ICM can allocate an EQA to support the teaching team throughout delivery

  • Follow ICM quality procedures and completing ICM forms and documentation

  • Ensure Learners show competency against all Learning Outcomes and Assessment Criteria

  • Ensure assessment guidance is met and evidence that through ICM Assessment Workbooks or through portfolios of evidence

  • Set up a shared Google Drive Folder with ICM to share completed ICM forms and documentation and Learner evidence

Internal Quality Assurers Role in CBQs

  1. Planning the internal quality assurance activities of ICM CBQs
  2. To ensure the consistency and accuracy of assessment through interim and summative sampling
  3. To confirm the assessment decisions made by Assessors are accurate
  4. To confirm the assessment decisions are consistent across Assessors
  5. To confirm the evidence can be assessed accurately against the assessment criteria

ICM External Quality Assurer (EQA) role in CBQs

  • Supportive contact throughout CBQ delivery to provide subject specific, technical and assessment guidance

  • Quality assurance checks via remote/face-to-face visits

  • Authorise certification only when all quality assurance requirements have been met

  • Hold certification until further actions/recommendations have been taken

  • Ensure learner registration at the start of delivery

  • Ensure ICM Approved Centres have access to all qualification and assessment resources

  • Supportive contact throughout CBQ delivery for ICM process and procedure guidance
