What is the participation ceiling?

  • 2018 national study shows: Only 12% said they had no interest in voting, which means 80%+ ARE interested
    • 50% say they will vote with Certainty, and 32% are 50/50
  • Australia has ~92% turnout
  • Oregon has ~86% turnout
  • Humans care about participating / voting
  • So is 55% really the best Champaign County can do?
