DEEP assesses election and voter data for accuracy and consistency using world-class systems. We then recommend actions based on state election laws to ensure every legal vote is counted, reinforcing trust in the democratic process.

• QVF Must be a reliable Single Source of Truth (SSOT).
• Jurisdictions, Counties, and State must have uniform and complete:
• Registration standards including ID & Citizenship
• Recording standards for all election data
• File Formats, Naming Conventions, Headers, Layouts, Jurisdiction, Names, Precincts, etc.
• Reporting standards for all election data available to the public and clerks
• Standardized Real-Time process for Free public access to all election-related data

• Precinct numbers do not match official QVF
• Votes for one candidate often shows as votes for their opponent

• This data took 6 months to receive from the SOS

3. World Class Election Validation�All Records and Sources Must be in Sync and Auditable

Data Chain of Custody maintained to the voter roll (SSOT).

• Lock vote history records upon county certification (5 yr min. - 10 yr max.)
• Eliminate 3rd party write access intrusion into our secure data
• Allow direct read and export access by all to our public records (NO FOIA)
• Validation of tabulators using hand counted paper ballots with watermarks, ballot numbers, and embedded technology.

Two Entire Michigan Elections Disappeared

Two Special Elections can NOT be audited

• 35,000+ records were purged from the Jan. and May 2024 Special Elections in the incomplete Dec. 2024 “QVF” provided by the SOS/BOE.
• These votes still exist when FOIA-ing the local clerk, but are inexplicably missing from the SOS/BOE at the state level. Rep. Mai Xiong (D-Warren)

• The SOS Certified the 2020 Election Results which never matched the QVF
• Every Month Since the 2020 election, votes have been added & removed from the 2020 election. This should never happen.
• 106,788 total NEW votes have been added to the 2020 election over 5 years
• 391,110 votes have been removed
• ~500,000 total votes added & removed preventing the ability to audit.
• Spike of 992 votes added just prior to the 2024 election where many were removed by 12/1/2024. WHY?

4. World Class Election Accountability�Stronger Laws Must Be Written & Enforced to Ensure the Data is Secure.

1. Only Detroit precincts report data using counting boards per MCL 168.798b(2) - (This law blocks transparency) Why?
2. Adding, removing, or altering vote history election records is a state felony per MCL-Section 168.932(c)
3. Altering vote history election records is a federal penalty for violations per: 52 U.S.C. § 20701 (22 months retention)

4. List of voters must be added to the QVF within 7 days per MCL 168.813(5), Maintained 5 years per MCL 168.509q(f)
5. FOIA Separation of Exempt and Non-Exempt Material:
• Must disclose non-exempt material per MCL 15.244

Michigan Law Prohibits: “Fraudulently make any Entry, Erasure, or Alteration”

Even one vote history record change must be investigated ASAP to confirm if bigger issues are evident.
