Having this data enables districts to:

  • Understand the impact that lack of home digital access has on learning outcomes
  • Identify and call out the digital access gap as an educational equity issue
  • Target resources to students in need of digital access
  • Determine the most effective Internet connectivity solutions, making sure to engage with local and regional community leaders for determining solutions
  • Gain leverage when seeking funding to help close the gaps

This enables MDE, statewide organizations and policymakers to:

  • Understand the impact that lack of home digital access has on learning outcomes
  • Advocate to state and federal government for funding to close the digital access gap
  • Direct state resources, including funding, to districts
  • Support districts in leveraging and braiding existing and potential funding streams
  • Work across agencies at a state level to engage Internet Service Providers in developing and implementing effective, replicable solutions (e.g., assisting districts with aggregated procurement strategies)

  • The MISTAR-Q Consortium has pushed dynamic groups to onscreen filtering and reporting options

  • Currently, we created two groups to help determine students needing assistance (other can be built quite easily if desired)

    • Students with inconsistent internet performance
    • Students without Internet Access

  • As these are dynamic groups, when these question’s values are updated in Q, the groups immediately reflect the new data

Digital Equity - Skyward

  • Digital Equity is a special program called Technology at Home in Skyward
  • The 7 state provided questions were part of Addendum 8 released in May 2021, if you are on this addendum or later you will have access to Technology at Home
  • Technology at home is available in the Students Profile under Special Programs, New Student Online Enrollment (NSOE), Online Registration and Family Access Pseudo Approval

Technology At Home - Student Profile -> Special Programs

To add technology at home for individual students:

  • Navigate to Student Profile -> Special Programs -> Tech at Home -> Click Add.
  • Answer as many questions applicable.

Technology At Home - New Student Online Enrollment (NSOE)

To add the Digital Equity questions to NSOE:

  • Navigate to Students -> Online Enrollment -> Setup -> Configuration -> Enrollment Portal Configuration
  • You can now display the Technology at home questions in Step 1: Student Information
  • Parents will now have the opportunity to complete the questions when enrolling a new student.

Technology At Home - Online Registration

To these questions as part of Online Registration:

  • Navigate to Families > Family Access > Online Registration > Setup > Configuration > Online Registration Setup
  • Technology at Home has been added to Online Registration within the Verify Student Information Step -> Setup Fields.

The district can elect to have the field be Read-Only, Approval Needed, or Auto-Approve.

  • Auto–Approve – If you select this option, the information will automatically be changed throughout Skyward.
  • Approval Needed – This option will require someone to administratively approve/deny the change request.
  • Read-Only – If this option is selected, the field will display on the screen, but no request/change can be made by the guardian.
  • Hide – If you select this option, the field will not display for the guardians for verification.

**Online Registration is entity specific and must be configured at each individual entity/school

Technology At Home - Family Access Pseudo Approval

To enable Family Access Pseudo Approval for Technology at Home:

  • Families > Family Access > Setup > Configuration > Entity Configuration > Pseudo Changes
  • Expand on your entity and General Information
  • Edit Pseudo Changes

Once in the Pseudo Changes screen:

  • Uncheck Disable to turn this feature for Guardians and/or students.
  • Click Setup Fields
  • Check the Student Information box
  • Select Auto-Approve or Approval Needed

**You can elect to allow parents to have the ability to change/request changes to other areas in this area also.

Instructions for Parents to complete Pseudo Approval

  • Navigate to Student Information
  • Select Request Changes for “Student Name” -> Student Information
  • Complete the available Pseudo fields.
  • This will allow parents to return to this area as long as the Pseudo approval is open and update Technology at Home

Student Profile - Special Program: Technology at Home

When Technology at Home has been completed by the family or office, there will be a record in their Student Profile -> Special Programs -> Tech at Home.

You can add multiple entries, but must ensure the first entry is ended and dates do not overlap prior to adding additional records.

** Families will be able to overwrite the information in Pseudo Changes until the option is disabled or the record has ended. If the record is ended and Pseudo Changes are enabled, families can add a second record.

MiDataHub Cockpit - Reviewing the Data using the Manage Custom Exports functionality

The Manage Custom exports functionality allows users to create reports from pre-built queries.

  1. A complete list of available queries are available at https://www.midatahub.org/support/data-validation-queries/
  2. Currently there are 2 reports available for reviewing Digital Equity data:
    1. Student Indicator Verification Report
    2. Digital Equity Summary Report
  3. Follow this guide to use the Manage Custom Exports functionality
  4. Login to the Michigan Data Hub cockpit
    • You will need authorization of a Technical Contact or Data Steward
      1. Typically this is someone in your Technology or Data Team
      2. If you need assistance identifying who this individual is please send an email to support@midatahub.org
  5. After logging into the Michigan Data Hub cockpit select Reports > Manage Custom exports and follow the directions found at this link.

  • Currently brainstorming ideas on how to share this information (open to ideas)
  • Data is first and foremost for district use to inform their own planning
  • We anticipate there will be benefit to sharing information in summary/aggregate form
  • Whether or not this information will be shared is voluntary and up to each district

  • Summarized data for each variable collected
    • # and % of Students with Chromebooks, Laptops, Smartphones, etc.
    • # and % of Students who don’t have internet access
    • # and % of Students who don’t have affordable internet access

    • # and % of Students who don’t have sufficient bandwidth to stream a video
  • Data could be cross tabulated with additional data points:
    • Address
    • Zip Code
    • Other Demographics (Ethnicity, Food Service Eligibility)
    • Possible additional metrics that would be helpful (i.e., ISD, District, School, Grade Level )
  • Specific Data
    • A list of addresses lacking Internet service could be used in negotiation with providers
