formula grants?

  • Congress and USDOL are the bosses
  • New funding each year
  • Different periods of performance
  • Complex laws and regulations govern each grant
  • Different eligibility, target groups, allowable costs and activities, reporting and performance requirements

What is the look and feel of Federal discretionary grants?

  • Congress and USDOL are the bosses
  • Usually a one-time allocation with a specific start and end date
  • Each grant has unique
    • Period of performance
    • Eligibility/target groups
    • Allowable costs and activities
    • Performance and reporting requirements

What is the look and feel of State grants?

  • State Legislature and Governor’s Office are the bosses
  • Ongoing or “sunsets”
  • Funds are appropriated with a one-year duration (with limited exceptions)
  • Unique piece of legislation governs each grant
  • Unique period of performance, eligibility/target groups, allowable costs and activities, and performance and reporting requirements

What is the look and feel of Other grants?

  • These include private foundation grants, and grants assigned to other divisions of CDLE, such as
    • Federal and state apprenticeship grants
    • RESEA grant
    • CWDC grants
    • Voc Rehab grants
  • Bosses, rules, and requirements vary with each grant

What have we learned today?

  • WDP has 30 or more grants at any given time, and each one is unique
  • We have federal, state, and private funding with complex rules and many administrative challenges
  • Every unit in WDP is involved and has much to learn about our grants and our partners’ grants
  • Luckily, there is more training coming!
