POPULATION

The slide shows data on the division of the population into urban and rural for 10-15 years by year, data on population migration from the district, national and gender and age structure as of the last reporting date. A brief conclusion is made (no more than three sentences).

POPULATION EMPLOYMENT

Graphically, the data on employment of the population is broken down into:

  • employed population (hired and self-employed);
  • unemployed population;
  • retirement-age people;
  • children;
  • incapacitated persons (disabled people, etc.)

The distribution of the employed population by spheres of activity is graphically shown, the average monthly nominal salary is indicated in comparison with the regional indicator.

ECONOMY, THE DISTRICT SHARE IN INDICATORS OF THE REGION

In graphical or tabular form, indicators of the district are shown (indicating the share of the regional indicator) as of the last reporting date for:

  • population of the district;
  • number of SMEs (active or active);
  • the volume of production of industrial products;
  • gross output of agricultural products (services) divided into crop production and animal husbandry;
  • investments in fixed capital;
  • volume of services rendered;
  • volume of construction work performed;
  • other industries that have been developed in the district.

The analysis of the real sector of the economy is carried out, data on the share of each industry in absolute and relative indicators in the real sector of the economy of the district are presented graphically:

  • Gross crop production (if available);
  • Gross livestock production (if available);
  • The volume of industrial production (according to the industries represented in the district: mining, manufacturing, etc.);
  • Volume of construction work, etc.

A brief conclusion is made on the most represented industries (no more than three sentences).

DISTRICT’S ECONOMY. BUDGET. INVESTMENT

This slide shows results of the analysis of the district budget for a period of 3-5 years. The data on the structure of budget revenues as of the last reporting date (transfers, taxes, etc. - in percentage terms), as well as budget expenditures (education, housing and communal services, social assistance, public services, etc.) are provided. The slide also shows data on fixed capital investments for the last reporting date in the context of economic sectors in graphical form. A brief conclusion is made (no more than three sentences).

DISTRICT’S ECONOMY. TAX PROCEEDS

This slide graphically presents data on tax revenues to the budget for the period 3-5 years, analyzes trends. Data on the main types of tax revenues are provided (information is contained in the civil budget of the district), as well as on the TOP 10 taxpayers of the district. 

It is possible to obtain data on the main taxpayers of the district from the district State Revenue Committee, in case it is impossible to obtain data, it is possible to conduct an analysis independently by checking the data on taxes paid by large legal entities at the link http://kgd.gov.kz/ru/services/taxpayer_search/legal_entity.

This slide provides data on small, medium and large enterprises in the district, broken down into public and private. Graphically, information is provided on the number of registered and active small, medium, large legal entities, individual entrepreneurs, peasant farms. Information is also graphically presented on the industries in which enterprises operate (in percentage terms), employment at these enterprises, production by SMEs. A brief conclusion is made (no more than three sentences).

The slide graphically presents information over the past 5 years on the growth trend in the volume of industrial production of the district with mandatory indication of the types of industry in the breakdown: manufacturing, mining, electricity supply, water supply, waste processing, etc.  

The number of enterprises and industries engaged in industry is indicated. In the case of dominance of one of the industrial sectors, the analysis of the main products is carried out, indicating the names of manufacturing enterprises, their capacity and the share of manufactured products in regional indicators.

DISTRICT’S ECONOMY. TRADE AND SERVICES

In terms of trade, data on wholesale and retail trade in the context of food and non-food products and the share of regional indicators are graphically presented; it is indicated whether there are large chain stores in the area. 

In terms of services, data on the volume of services rendered over a 5-year period are graphically presented, indicating absolute values, the number of enterprises that render services in dynamics over the period of five years under review, and data on the volume of services by type of services rendered are also separately provided.

DISTRICT’S ECONOMY. AGRICULTURAL INDUSTRY

The slide shows data on agricultural land available in the area (the total number, including arable land and pastures, the share of irrationally used land). The slide shows data for a five-year period on the gross output of agricultural products, crop production and animal husbandry, as well as investments in fixed assets in the agriculture of the district.

The data on the number of enterprises working in the field of agriculture are broken down into legal entities (LLP), individual entrepreneurs, peasant farms; the presence of elevators, agricultural enterprises, greenhouses, storages in the area is reflected.

DISTRICT’S ECONOMY. CROP PRODUCTION

The slide graphically shows data on the acreage of agricultural crops (in percentage terms), the distribution of acreage among agricultural enterprises, agricultural enterprises and individual entrepreneurs, households of the population, as well as the gross harvest of individual crops in the initial recorded weight. The data on the average score of soil ball-bonitet, average yield of the main crop, as well as on the share of crop production of the district in regional indicators are given. If there are large enterprises, data on their name and the amount of land in long-term lease or private ownership are provided.

DISTRICT’S ECONOMY. ANIMAL HUSBANDRY

The slide graphically presents information on the number of livestock in the context of the main species, indicating the increase / decrease over the past year. For each type of livestock, data are provided on the share in the agriculture of the district, in individual entrepreneurs or agricultural enterprises and the population of the district. Data on the share of animal husbandry in regional indicators are given. If there are large enterprises in the field of animal husbandry, data on their name and characteristics of the enterprise are provided.

CONSTRUCTION AND INFRASTRUCTURE

The slide shows data on the total length and condition of roads of the district of republican, regional and district significance, indicating their condition for each type (good, satisfactory or unsatisfactory condition), as well as the costs incurred for repairs (over a three-year period). Similarly, if there is information, data on electricity supply, water supply, sewerage, telephone availability, etc. are provided. It is also necessary to indicate the availability of Internet in all rural districts, indicating the speed and type of connections (DSL, fiber optic, dedicated line — xDSL (ADSL, SHDSL, VDSL), mobile, etc.)

BASIC AND GENERAL EDUCATION

The slide graphically provides an overview of preschool education: kindergartens (including private and public), mini-centers, coverage of children, education costs as of the last reporting date. It also shows data on the number of secondary schools, including secondary, middle and primary; located in the district center and rural districts; low-grade. It is mandatory to indicate whether there is a three-shift training in the district. The data on the number of teachers, students, data on the average UNT score for the last 3-5 years (district, regional and republican indicators) are given. A brief conclusion is made on the main problems of the district education system (no more than three sentences).

TVE EDUCATION (TECHNICAL AND VOCATIONAL EDUCATION)

The slide graphically lists the T&VE organizations (colleges) available in the district, indicating the number of specialties and their correspondence to the economy of the district, the number of students, teachers and the costs of secondary special education and main problems of T&VE organizations are given.

HEALTHCARE

The slides reflect data on both the healthcare infrastructure and the current situation with the morbidity of the population. In terms of infrastructure, the central district hospital is characterized (condition, year of construction, availability of equipment and personnel, transport, number of attached population), data are also provided on the presence of health organizations in the area (number of medical centers, outpatient clinics, paramedic-obstetric stations), as well as their condition, the presence of private business in the health system of the district (including the availability of pharmacies, at least one round-the-clock according to the System of regional standards). 

In terms of population health, data on child and maternal mortality, the main types of diseases/causes of death are provided in comparison with regional indicators and indicators of other districts of the region.

CULTURE AND SPORTS

The slides indicate the sightseeing attractions available in the area, which are the place of attraction of the population. The number of cultural centers, rural clubs, libraries, and their attendance is indicated.

Sports: the number of sports schools and sections, the number of children who are engaged in them, the total number of sports facilities in the district is indicated.

ECOLOGY

The slide shows data on the quality of air, water, and the condition of landfills of solid household waste (MSW), including illegal ones. The main problems in the field of ecology and the environment are presented, which may include shallowing of rivers and lakes, desertification of territories, forest reduction. In addition, the slide indicates the subjects of MSW management, the issues of tariffs for MSW (approved or not), the procedure for waste removal and recycling.

SPATIAL AND TERRITORIAL DEVELOPMENT

The slide informs about the availability of the Master Plan of the district center, a detailed planning project. The slide also provides an assessment of the state of existing buildings, the presence of parks, squares, sports grounds, children’s and other public spaces for recreation and entertainment and their improvement; development of regional infrastructure (taking into account the existing state and forecast development) construction and modernization of roads, bridges, transport hubs, utility systems and other infrastructure facilities, systems and communications, including for low-mobility groups of the population.

ANALYSIS OF EACH INDIVIDUAL RURAL DISTRICT OF THE REGION

The following information should be present on each individual slide:

 - a list of settlements indicating which are the reference and satellite settlements;

 - the number of residents in the context of settlements with indication of employment;

 - the number of schools in the context of localities with an indication of the number of students, the type of schools (middle, primary, low-grade) and the state;

 - the number of POS (paramedic-obstetric stations) in the context of settlements and beds;

 - main enterprises of the district (at least 10) indicating the type of activity and dimension. It also indicates which businesses are absent in the area.
