General Westmoreland and other commanders during the Vietnam War focused on an attrition strategy: killing more enemy soldiers than could be replaced, expecting this would end Communist attacks. This emphasis on body count pressured soldiers to deliver, leading to exaggerated counts through aggressive tactics like free-fire zones and search and destroy missions. Soldiers were ordered to shoot at anything that moved and used score sheets, tallying boxes, and chalkboards to keep track of kills. Due to the difficulty in distinguishing guerrillas from civilians, soldiers sometimes resorted to indiscriminate fire, preferring to shoot first and ask questions later. The Military Assistance Command Vietnam (MACV) prioritized body count, reinforcing this approach.
