School districts are required to have insurance coverage to cover a myriad of issues that may occur in the day-to-day operations.

These can include anything from facility incidents in our schools to employee matters, bodily injury, and more.

The Washington State Risk Management Pool (WSRMP) made a business decision in mid-March to not renew the district’s membership.

Since then, the district took immediate action to secure new insurance and is working with a brokerage firm. We are also considering whether an appeal is possible.

School district’s use many different types of insurance policies. School district insurance covers a wide range of needs specific to various operations of schools. Here are some examples:

General Liability: This protects the district from lawsuits due to injuries or property damage on school grounds. This can include slip-and-fall incidents, playground accidents, and even food poisoning in the cafeteria.

Property Insurance: This covers damage to school buildings, buses, equipment, and other property owned by the district. It can cover damage from fire, theft, vandalism, and natural disasters.

Employment Practices Liability Insurance: This protects the district from lawsuits alleging discrimination, wrongful termination, or other employment-related issues.

Excess/Umbrella Liability: This provides additional coverage beyond the limits of the primary general liability policy.

Processing Claims

  • School district insurance policies generally have specified claim reporting requirements.
  • The district is prudent in the review and submission of incident reports.
  • Not all incidents or reports become insurance claims.
  • Numerous open claims are from past years that take time to process legally.
  • Whenever possible, the district seeks to resolve matters before they become a filed claim.

Mitigating Risks

  • The district’s general counsel has been undergoing an extensive review of district policies and procedures tightening them up to mitigate potential claims.
  • The funds received from the state for Capital facility repairs and the funds that the district will receive from the property exchange with the City will help address facility issues.
  • Funds from the state for the seismic upgrade at Totem Middle School will also be beneficial for mitigating risks at the building in the future.
  • School and district leaders are provided training and access to procedural documents and resources.
  • All school district staff are required to participate in annual training.

Chronology of Insurance Coverage

  • The Marysville School District has been a long-standing member of the WSRMP.
  • On March 8, 2024, the district received a letter from the WSRMP Executive Board notifying the district that as of August 31, 2024, the district will no longer be eligible to utilize WSRMP coverage.
  • Since this time, the district has been examining other carriers and insurance options.

The Marysville School District is actively working with a brokerage firm to finalize a new suitable insurer to best meet the needs of the district in providing maximum protection at an affordable cost.

A brokerage firm completes a profile on the school district, searches for an insurer, and provides the district with insurance coverage options.

Next Steps

District staff will meet with the brokerage firm in early June when the firm has completed its analysis of the school district and built a portfolio for the use of seeking the new insurers.

There are different types of insurers, from pools to large and small scale companies.

The firm’s goal is to provide the best options possible for the school district.
