The Impact Review (IR) is a collaborative process among the Region Office, the Educational Transformation Office (ETO), Central Office, and the school Instructional Leadership Team (ILT) to ensure continuous support and improvement for the District’s Priority Schools.
Each Priority School will engage in an IR twice during the school year (once during the Fall Semester and once during the Spring Semester).
The IR/process consists of three phases: Pre-Impact Review, the Impact Review, and Post-Impact Review. The Pre-Impact Review phase consists of planning and preparation, data analysis, and development of key IR documents. The Impact Review phase consists of the IR Day and includes the principal’s presentation, classroom visits/walkthroughs, a debrief and conclusion. The Post-Impact Review phase consists of the delivery of responsive and customized support to schools provided by the ETO, Region Office and Central Office.

The IR is aligned to the District’s Strategic Plan, Pillar 1: Academic Excellence and Pillar 4: Operational Effectiveness, and specifically Priorities 1C and 4A.

Impact Review participants shall include representatives from the Region Office, ETO, Black Student Achievement Plan (BSAP) for BSAP Group 1 and Group 2 Schools, and the school’s Instructional Leadership Team. Additional participants will vary based on specialized programs offered by the school. The ETO will support in identifying and inviting additional IR participants as necessary.

Pre-Impact Review

Planning: ETO, Principal, and Instructional Leadership Team (ILT)
Approximately two weeks before the IR, an ETO team member will schedule a 1 hour preparation meeting with the school’s principal. During the meeting, the ETO team member will orient the principal on the IR process, review IR materials, address logistical issues, and develop a schedule for the IR Day and preceding deliverables. The principal may choose to include ILT members or other staff in the preparation meeting. The ETO team member will be the primary IR contact and will provide guidance and support to the principal and ILT throughout the entire IR process.

IR Agenda
Overview
The aim of the Impact Review is to identify student and school needs in order to determine the responsive and customized support that ETO, Regions, and Central Offices will provide to the school. On the day of the IR, an ETO team member will arrive at the school 1 hour prior to the start to check in with the principal. Principals should allocate 3-4 hours to complete the IR day.
School Presentation
The IR will commence with the principal’s Impact Review Presentation, which will include a summary of findings from the
data analysis. ILT members may join the principal to present strengths, areas of concern, and current and future school actions to address identified areas of student need, as indicated on the Path to Proficiency Worksheet.
Informal Classroom Observations
Following the presentation, walkthrough teams consisting of Region representative(s), ETO administrator(s) and school-based ILT member(s), will conduct informal classroom observations lasting 7-10 minutes per classroom. Each team member should complete the Impact Review Informal Observation Form for every classroom visited, focusing on the identified elements of the Teaching and Learning Framework. Teams should be no larger than 5 members and at least 1 member should be from the school’s ILT.
Debrief
Once informal classroom observations are complete, each team will debrief and chart their observations. Next, a team member from each team will provide a summary debriefing to the larger group. The IR participants will then synthesize findings and determine next steps.
Conclusion
The IR day will conclude with the ETO lead sharing an overview of the support that will be provided to the school following the IR. Next steps and deliverables will be identified and calendared by the IR team.
Post-Impact Review

Responsive Support to Schools
Following the IR, and over the course of the school year, the ETO, Region Office, and Central Offices will collaborate to provide schools with responsive and customized support aligned to address the school’s needs identified during the IR process.
The ETO lead will work in conjunction with Region and Central Offices to dispatch and monitor necessary resources to the school. Type of support provided may include, but is not limited to the following: strategic and priority staffing, supplemental instructional support, professional development (PD), systems that support instructional progress, and enrichment programs and resources.
School Implementation
Following the IR, schools shall take the steps necessary to complete the deliverables identified during the IR and implement any actions associated with the responsive support provided.
Progress Monitoring
ETO will monitor the school’s progress made toward meeting the next steps and completing the deliverables identified during the IR. Progress Monitoring will also include reviews of formative assessments, Plan-Do-Study-Act (PDSA) cycles, Impact Reviews, Data DIG Conversations, and supervision by Region Superintendents, Regional Directors, and ETO.
