Context

  • A draft of the 2026 - 2028 Strategic Plan for Economic Development, the Rosemount Port Authority wants to “attract a limited amount of premiere, sustainable data centers to the Rich Valley/Umore areas”.

Context

  • Throughout 2025, Meta (aka Facebook), through Jimnist, LLC purchased land parcels between Audrey and Blaine Avenues north of County Road 42 across from the data center currently under construction.

Context

  • While a formal design and proposal is NOT officially submitted, during its December 16, 2025 meeting, the Rosemount City Council approved an escrow agreement with Jimnist, LLC
  • The purpose of the escrow agreement was for Jimnist, LLC to fund impact studies for a second data center development in these parcels.

Recent Activity

  • The first impact analysis funded by the escrow account and completed by Short Elliot and Hendrickson, examined the potential impact of a second data center with “an initial focus on assessing water system capacity”  
  • This study used “simulated data center demand scenarios” and ”future system conditions”.

Public comment

  • A neighbor recently read a statement (start at the 7 minute, 30 second mark) during the March 3, 2026 City Council meeting period for public comment, with the main question being the following:

Why the rush? Why the rush to determine “final design or construction decisions” and any “necessary improvements or mitigations” to execute a study with projected future system conditions and simulated scenarios? Why the rush when we can wait, pause, and use actual data after the under-construction facility is operational?

Response to Public Comment

  • Community Development Director Adam Kienberger provided a response to this public comment during the March 17, 2026 City Council meeting, during the period of response to public comment. (start at 13:00 minutes)

  • This response did not answer the questions posed during the March 3 public comment.

  • As a result, this email was sent to Mr. Kienberger with additional follow up questions.

Concerns and Questions

  • While we should applaud city council for working on our behalf to diversify our tax base and encourage growth:

    • Data centers are well known for impacting water resources/quality and driving up utility rates. They are also known for significant noise and light pollution
    • Data center economic impacts are not all positive
    • Related to the draft strategic plan, how many, is “a limited number” of data centers? Is two the final number? 3? 5?
    • Why consider placement of a data center adjacent to the Greystone and Talamore neighborhoods?

Concerns and Questions

  • The December approval of the escrow agreement was initially put on the consent agenda, but it was pulled for discussion by Councilwoman Freske to urge transparency with the community (start at the 7 minute 30 second mark of the video here: https://youtu.be/NQCWUFezUzw).
  • Why not pause, let the existing data center get up and running, so we use actual water usage and energy data for impact studies, as well as actual observational data for noise and light pollution?
  • Why not make sure that promises made related to the currently under construction facility, are promises kept?
