  • One metric for Sacramento to reopen: the number of new cases over the last 14 days needs to be less than 100 per 100,000 people.�Sacramento County currently fails that test. As of 8/19, we have 139 per 100,000 people.

  • We defunded public health for years
    • In 2009, Public Health lost over 60% of its County General Funding and 1 in 3 staff members.
    • In 2019, Sacramento County made $43 million in cuts to Public Health to finance upgrades to its jails required as part of a settlement stemming from a lawsuit alleging people in custody were subject to harsh and inhumane conditions.
    • Last year, this Board rejected spending just $35,000 to secure accreditation, which hinders access to funding and expertise. Sacramento is 1 of only 2 counties without an accredited Health Department but with more than 1.5 million residents.

  • County has prioritized law enforcement over community investment
    • While the Sheriff experienced a slight decrease of 14% in 2009, by 2011 the budget was fully restored and even increased past 2008 levels.
    • The Sheriff’s budget has continued to grow, increasing by 51% between 2010 and 2018 and currently taking 37% of the County’s General Fund dollars.

  • Lack of oversight & transparency
    • The Board of Supervisors did not assess community needs and set priorities accordingly. Instead, this Board authorized County Executive Nav Gill to determine how to spend the funds without any transparency, oversight, leadership from health experts, or consideration of equity.

    • Renter and mortgage assistance, including canceling all back debt owed
    • Expanded food & homelessness assistance, including Project Roomkey & Homekey
    • Additional resources and technological access for Distance Learning
  • Grants to support small, locally-owned businesses
    • Inclusive economic development prioritizing businesses owned by Black, Latinx, Asian-Pacific Islander, and Indigenous families

Health Needs More Funding, Not Sheriff

Law enforcement is not able to prevent or respond to COVID-19. The Sheriff has also refused to report cases in jails to the state oversight board.

Between the jail and the department, they cost taxpayers at least $116 M in lawsuit settlements for misconduct and inhumane conditions.

Their contract gives officers an annual 3-4% raise.

To recap:

  • We are in a pandemic that is destroying the health, housing, and livelihoods of Sacramento residents
  • Sacramento County received $181 million in federal Coronavirus Relief Funds, and Nav Gill’s internal committee decided not to use the money as it was intended - to help communities in desperate need
  • Instead Nav Gill’s committee secretly spent the money on a Sheriff Department that has wasted $116 million in lawsuits
  • The Board of Supervisors did not oversee this spending, and the community had no input

  • Budget Leadership: The Board of Supervisors have primary responsibility to direct public spending of the CARES Act and the County Budget by setting priorities for the County Executive. �We need funds for health, housing, and economic recovery.
  • Hold County Executive Accountable: Nav Gill must provide an accounting of how the Sheriff’s funded actions were “substantially dedicated to mitigating or responding to COVID-19” to warrant $104 million. Is this LEGAL?�
  • Community Engagement:
    • Actively engage community members who have been most impacted by the health and economic impact of COVID-19
