What is a Title I School?

A school that participates in the Federal Title I program and receives supplemental funds from the district to assist economically disadvantaged students in meeting the State’s high academic standards by providing high quality instruction and learning resources such as technology, intervention supports, and family engagement activities.

How does our school participate in the Title I program?

  1. Title I is a federal education program that supports low income students throughout the nation. Funds are distributed to high poverty schools, as determined by the number of students who qualify for free or reduced lunch.
  2. A Title I schoolwide program is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school.
  3. The primary goal is to ensure that all students, particularly those who are low-achieving, demonstrate proficient and advanced levels of achievement on state academic standards.

Mt. Carmel Elementary’s Schoolwide Program - Past and Present

MCE 2025-2026 School Goals:

Student Performance Goal #1: By the conclusion of the 25-26 school year, MCE will increase the percentage of 5th-grade students scoring proficient or distinguished in ELA on the 2026 Georgia Milestones End of Grade Assessment from 39% to 44%. 

  • Our school will focus on the following areas:
    • Close Reading & Mentor Texts
    • Tier 1 Instructional Strategies

Student Performance Goal #2: By the conclusion of the 25-26 school year, MCE will increase the percentage of 5th-grade students with disabilities subgroup scoring developing and above in ELA  on the 2026 Georgia Milestones End of Grade Assessment from 26% to 31%. 

  • Our school will focus on the following areas:
    • Close Reading & Mentor Texts
    • Tier 1 Instructional Strategies

Student Performance Goal #3: By the conclusion of the 25-26 school year, MCE will increase the percentage of 2nd-grade students scoring on or above grade level on the EOY AMIRA ARM Score from 51% to 56% as defined by EOY AMIRA ARM score of 2.9 or higher.

    • Phonics & Phonemic Awareness

MCE 2025-2026 School Goals:

Student Performance Goal #4: By the conclusion of the 25-26 school year, MCE will increase the percentage of 3rd-grade students scoring proficient or distinguished in mathematics on the 2026 Georgia Milestones End of Grade Assessment from 29% to 34%.

  • Our school will focus on the following areas:
    • Develop an understanding of and fluency with solving multi-step word problems using addition, subtraction, multiplication, and/or division 
    • Tier I Instructional Strategies
    • Incorporation of Math Manipulatives

Student Performance Goal #5: By the conclusion of the 25-26 school year, MCE will increase the percentage of 4th-grade students scoring proficient or distinguished in mathematics on the 2026 Georgia Milestones End of Grade Assessment from 41% to 46%.

  • Our school will focus on the following areas:

  1. Henry County uses a Balanced Model of Instruction to guarantee success at every grade level to ensure all students are meeting mastery of state standards
  2. In conjunction with the state standards, Henry County Schools ensures instruction alignment with the rigorous Henry Teaching & Learning Standards.

How does our school measure student learning and performance?

Henry County Schools strives to set common, rigorous, expectations for academic performance for all students, emphasize self-assessment and growth, provide a basis for accountability and address development knowledge and skills over time. The goal of Henry County Schools is to ensure that every child reaches mastery in all areas. During each grading period, there will be numerous opportunities for students to demonstrate mastery of the standards. Students will have their progress monitored towards mastery of the Henry Teaching and Learning Standards. Students and parents will receive feedback via the report card every grading period as well as continuous communication from individual teachers. Grade reports are made available every 9 weeks, amd parents and guardians have access to the Infinite Campus Parent Portal to monitor grades and progress throughout the school year. Specific grade reporting dates are identified on the Henry County Schools Yearly Calendar. The report card format will vary by grade level.

What tests will my child be taking?

MAP Test

  • A computer adaptive test created by NWEA™ that kids take two to three times per school year. The results provide teachers with information to help them deliver appropriate content for each student and determine each student’s academic growth over time.; Learn more here

  • An assessment process used by teachers and students during instruction that provides feedback to adjust ongoing teaching and learning with the goals of improving students' achievement of intended instructional outcomes.

Georgia Milestones (GMAS)

  • a state mandated English language proficiency assessment for Grades K–12. The test is administered every year to help school districts monitor the English language development of students identified as English Language Learners (ELLs)
