U.S. Coast Guard Resiliency Approach

SAME IGE | USCG FDCC Brief | 29NOV22 | pg 4

  • Operate as a First Responder
  • Must Complete the Mission Following an Emergency
  • Classify Assets by Risk
  • Design Assets to that Risk Category

5 of 25

  • Cat I – Normally unoccupied, minimal personnel risk
  • Cat II- Moderate risk. Residential and assets not directly supporting CG missions
  • Cat III – High Risk. Large personnel congregation. Disruption to ops.
  • Cat IV – Mission essential. Substantial risk. Required for Emergency Ops.

IBC Flood Design /Risk Categories

  • Cat II- Barracks, Dining Facilities, Rec Centers, Child Development Centers
  • Cat III – Clinics (non-surgery), Piers/Wharfs, Sewage Plants, H20 Storage
  • Cat IV – Aircraft Hangars, Shore Ops Buildings, Marine Fueling Facilities

  • IBC, ASCE, UFCs plus certain design choices that may exceed requirements:
    • Stronger Construction Methods
    • Standby Power Requirements
    • Materials Choices

  • Wind /Seismic
  • Flooding
  • Sustainability

  • Utilize IBC 16,  ASCE-24, FEMA,+ Insurance Surveys.
  • Utilize USACE Sea Level Change Curve (50 years)
  • Floodproofing (i.e. Boat Bays)

Flooding Considerations

SAME IGE | USCG FDCC Brief | 29NOV22 | pg 9
