TEA in partnership with Texas Tech University will approve the local designation systems

1. System Review (TEA)

Districts submit application, which could include narrative components and artifacts, to TEA to demonstrate high-quality, valid, and reliable:

  • Student growth measures
  • Teacher observation systems

2. Data Review (TTU)

Districts submit evidence of teacher effectiveness to TTU to ensure the relative accuracy and congruence of:

  • Student growth measures
  • Teacher observations

3rd Grade Pretest Renaissance and Post Test STAAR

4th Grade - Alg 1 (Math) and 4th Grade - English I and II (Reading) Pretest STAAR and Post Test STAAR

Student Growth Measure Percentage (% of students that meet the STAAR Growth Measure not % of students that pass STAAR)

3rd Grade - Alg 1 (Math) and 3rd Grade - English I and II (Reading) 55% is the minimum

Phase 1 (2022-2023 Data Capture Year)

  • Grades 3-8 Reading and Math
  • English I and II

Phase 2* (2023-2024 Data Capture Year)

  • Remaining core content not included in Phase 1 (i.e.,pre-k - 2 reading/math, social studies, science, advanced math, English III and IV)

Phase 3* (2024-2025 Data Capture Year)

  • Non core-content teachers (i.e.; CTE, Fine Arts, Electives)

In the TIA system development, a district has the discretion to identify which “categories” of teachers (teacher defined as a role coded as 087 in PEIMS) will be eligible for designation under their developed system). Please see below for the anticipated phase-in plan for teacher eligibility.

HB3 Teacher Incentive Allotment

Districts will receive additional funding ($3 - $32K per year) for every designated teacher they employ.

Districts will receive greater funding for designated teachers who work on rural and/or high-needs campuses.

Designations remain on a Teacher’s certification for five years

At least 90% of TIA funds must be used on teacher compensation on the campus where the designated teacher works.

90% must be spent on Teacher Compensation on the campus where the designated teacher works….

  • 90% to the individual teacher holding the designation
  • To be paid in a lump sum or stipend

10% may be used to support implementation of local designation system…

  • Professional development for teachers
  • Stipends for Mentor/Cooperating Teachers
  • Cost of MAP, Renaissance Star 360, Student Surveys
  • Personnel required to oversee systems
  • Instructional Coaches and/or other campus support roles
  • Campus Administrators
