Good Governance Game�Principles for Public Participation in Procurement of AI Remix

This is a alpha (early prototype) version of the Good Governance Game adapted for thinking about methods for involving affected communities in decisions about public sector procurement of AI.

You will need:

Caveats:

• The selection of 35 methods in the pack was not designed specifically for procurement contexts. Future versions might include different methods.�
• Some of the language (e.g. ‘colleagues’ rather than ‘workers’, and ‘customers’ rather than ‘service users’) reflects the earlier development of the game for private sector contexts. Future versions may update this. �
• The scoring has only been given early testing… it might be too tricky or too easy to ‘win’ right now. But the scores are not really the point… this is about encouraging discussion of approaches to engage people all across the process of procuring AI!

Congratulations. You have been appointed to the committee overseeing the process to buy ___________________________. (As a group, decide what it is your are buying!)

Your director expects this will involve buying an AI system so you must use the Principles for Public Participation in AI Procurement.

​

As a group you need to decide on which approaches to public engagement to use at each stage of the process.

​

1. Choose a ‘role’ card to identify your role on the committee. Read your special action.

​

• Shuffle and deal method cards to each player. You should have at least four cards each. �
• Places the ‘Challenge and Change’ cards face down on the table.

​

There are four rounds described on the next page, reflecting different stages of the procurement process: Pre-procurement; Tender & Award; Contract Management; and Learning & Evaluation. To start a round, uncover that part of the page and read the objective and principles to pay attention to.

​

In each round, every member of the committee should suggest one engagement method from their hand that could be used and describes which stakeholder group it should be used to engage (see below). Role play as much as you like!

​

Once everyone has proposed a method, discuss and decide together upon the methods (one or more) that you will choose. Each method/stakeholder combination has a cost which will reduce your budget by that amount. Consider carefully how much to spend in each round.

​

You may wish to appoint a chairperson to make the final decision.

​

After you have chosen from the suggested methods, discard any played methods that were not chosen.

​

Uncover the scoring guidance for the round, and update your Delivery and Trust scores above using a pen or pencil.

​

Pick up a challenge or change card and follow the instructions it provides before moving to the next round.

​

Players may use their special role skill at any appropriate time.

​

You win as a group if you end the game with > 10 each of delivery and trust points, and without going over budget.

Method cards have two sides - one for each stakeholder group this method could engage. When playing a card select one group and tell everyone who you are planning to engage.

The budget cost of the method depends on the target group you choose!

Tags at the bottom of each method card describe particular features of this approach.

You get delivery and trust points depending on how appropriate methods are in each round.

By the end of this stage, you will develop an Outcome Based Specification and publish a notice inviting proposals from suppliers.

By the end of this stage you will have evaluated supplier proposals, held negotiations with the selected supplier, and awarded a contract.

During this stage you will make sure the selected solution is meeting all your requirements, and, if necessary, discussing adjustments and updates.

During this stage you will reflect on learning from engaging the public in the procurement process, provide feedback to those involved on how their input was used, and think about how to improve future public engagement in AI procurement.
