“Ian said Shelley won first prize and I won second prize.”
Ian said Shelley won first prize and I won second prize.
Without punctuation, there are 3 possible meanings.
Ian said, "Shelley won first prize and I won second prize."
"Ian," said Shelley, "won first prize and I won second prize."
Ian said Shelley won first prize and I [that is the speaker] won second prize.
