Board of Education Meeting

May 26, 2026

2 of 19

Needs and Process

Needs: a fully aligned and articulated elementary math program with teacher materials, student materials, and a standards-aligned assessment package

Pilot Process:

  • Four programs - approximately one class per grade
  • One unit/module of similar/same topic at each grade level
  • All teacher and student materials (teacher manuals, online access, workbooks)
  • Professional development for all programs
  • Observations, meetings, walk-throughs during the pilot
  • Debriefs with each group of teachers utilizing Google classroom to collect data and feedback such as rubrics, open ended questions, and student performance
  • Student feedback (grades 3-5) and family feedback surveys
  • Reviewed digital and print materials, assessments, and program offerings beyond the modules of instruction

CLEAR Math Strengths & Areas for Improvement

Strengths:

  • Student-friendly
  • Hands-on/play-based
  • Flexible; flexible pacing
  • Accessible for a wider range of learners; classrooms with varied readiness levels
  • Student engagement and discourse
  • Differentiated reengagement days based on lesson data
  • Pre-assessments
  • Progress monitoring assessments
  • Family engagement resources

Areas for Improvement:

  • Daily lesson lacks explicit enrichment
  • Relatively new for K-5 and not adopted regionally
  • Fluency practice (prior and recently learned skills) is not embedded in the lesson timing

Eureka Math Squared Strengths & Areas for Improvement

Strengths:

  • High quality lesson materials
  • Carefully sequenced lessons and consistency across grade levels
  • Emphasizes deep conceptual understanding
  • Strong number sense
  • Fluency practice built into each lesson
  • Widely used nationally (more local resources)
  • Pre-assessments
  • Family engagement resources

Areas for Improvement:

  • Language-heavy
  • Difficult pacing (lengthy lessons and little to no time for reteach built in)
  • While opportunities are present, it lacks explicit formative assessment differentiation
  • Assessments do not include progress monitoring
  • Supports for struggling learners can be difficult without additional scaffolds

Why is CLEAR for Highland Park?

  • Works well in classrooms with varied readiness; reading and language is less of a barrier
  • Hands on for students; allows time for discourse
  • Formative assessment is used to instruct during planned reengagement days with differentiated lessons/activities
    • Includes reteach, reinforced practice, and enrichment activities
    • aligns with HPPS Strategic Goals
  • Progress monitoring assessments allow us to measure student growth toward grade-level standards throughout the year, rather than assessing performance based solely on the most recently taught material
  • Digital resources for teachers and students with flexible pacing

Why is CLEAR for Highland Park?

Research study with grades 3 - 5 and four groups (all students, economically disadvantaged students, Black students, and Hispanic students)

    • The average improvement across pre-post comparisons was 18%+ in terms of percentage change in proficiency level groupings
    • In fourth grade, the percentage increases in the number of economically disadvantaged, black, and Hispanic students who approached, met or exceeded expectations were 18.0%, 18.6%, and 37.2%, respectively, above the 11.6% increase for all students
