Why Fedora 35 was a bit late

Fedora's Project Leader Matthew Miller wrote, "While we broke our six-release streak of on-schedule releases, we felt it was more important to resolve a few outstanding blocking bugs."

In software development you can decide whether time or features and quality are more important. If it is important to deliver the features you advertised or contracted for, you can slip your time a bit or add more resources. If time and date is more important, you can drop some features or add more resources.
