What is CIPA?

  • Child Internet Protection Act signed into law on December 21, 2000.
  • Requires schools and libraries to enforce technical and policy safeguards for students with internet access
    • Content Filtering
    • Internet Acceptable Use Policy
    • Education about online practices
  • Applies to entities receiving federal funds for communications.

Why have a public hearing?

  • Required by CIPA
  • Hearing only has to be held if there is a change in one of the three areas or if a sufficient amount of time has passed.
  • Evidence of a hearing is required by the FCC to allow us to continue using federal funds.

Content Filtering

iBoss Content filter at the district office. This license is provided by Alabama Supercomputer Authority.

iBoss content filter at the AREN gateway. This is a backup to the local filter.

Content filter is setup with 3 levels of access. Each level is identified by IP address. Only 2 levels currently used.

Future plans are to make users individually identifiable to the filter to tailor the level of access to the user instead of the campus.

Content Filtering

CIPA requires certain content to be filtered.

  • Obscenity as defined by Miller v. California(1973)
  • Child Pornography as defined by 18 U.S.C. 2256
  • Harmful to minors

Harmful to minors is defined within the law.

CIPA also includes a clause stating inappropriate matter should be filtered. This is determined locally.

Internet Acceptable Use Policy

Located on the district website and in the student code of conduct. All students must agree to abide by the rules once a year. Employees are only asked to sign at the beginning of their employment.

Educational Activities

Teachers are using content provided by Common Sense Media, ALSDE, SMART Technologies, and others to teach about internet safety.

October is internet safety month and cyber security month.

Procedure for Removing Content

from the Filter

Web sites can be removed from the filter by following the defined procedure.

  1. Teacher submits content to Principal for approval.
  2. Principal submits content to Technology Coordinator for approval.
  3. Technology Coordinator submits content to System Technology Committee for approval.

Anyone can request a site be blocked at anytime.
