  • The environment components have not been mainstreamed in these capability building activities except for RA 9003.
  • Through the DILG, excellent and innovative training solutions have been continuously provided to upscale the services of the BLGUs anchored on transparency, accountability, participatory and responsive governance (lga, 2024).
  • However, the trainings provided are more on administrative and leadership styles, fiscal management including procurement protocols, peace, security, and conflict management, economic governance, public service delivery, and solid waste management.
  • The environmental aspects are commonly ignored as they seem to be a function of another agency.
  • The Barangay LGUs, being the frontliners in the implementation of RA 9003 are so much engrossed in solid waste management only and are not capable of implementing the other environmental laws that require participation in the local government level.

Statistical Treatment. The collected data were analyzed using mean, percentages, and averages.

 

Data Analysis. The collected qualitative data was processed through thematic content analysis.
