If you want to write an exam and write 150 or 200 questions, it is very difficult to get those Qs.

So, you are going to pull Qs from a different section, that person will contribute unconsciously.

If my question writer was contributing 20 questions to another section and not actually contributing the 20 questions to my section, my section gets compromised.
