COMPLETED PROJECTS: LA CONCHITA�

  • Provided resources to residents to effectively appeal the construction of a new Gas Station in the La Conchita Community.
    • Project has since been withdrawn and property is on the market.

  • Hosted Public Works Clean Up Event on July 23rd to assist residents with large debris, yard waste, and hazardous materials.

  • Denied installation of additional wireless facilities and antennae adjacent to residential community of Mussel Shoals.
  • Ultimately appealed to the FCC and had to be granted.
  • Worked to install “No Parking” signs to ease neighborhood�congestion and protect emergency access.

CAL TRANS PROJECT – �RE-PAVEMENT OF PACIFIC COAST HIGHWAY (PCH) AND CROSSWALK AT MONDOS BEACH

  • Project includes re-paving State Route 1 (PCH) between Emma Wood State Beach Access Road - Post Mile (PM) 21.3 to Mobile Pier Road/Seacliff Exit 78 (PM 28.4) and install a striped crosswalk with warning beacons at Mondos Beach.
  • Damaged guardrails and signage will be replaced.
  • Project also includes green paint for bike lanes.
  • No change in configurations or widths of car/bike lanes.

  • Repair and Maintenance (re-pavement) typically ministerial (over the counter permit from local agencies)

  • Coastal Planned Development Permit required for crosswalk.
    • Allowed the County of Ventura to add required Conditions of Approval for future implementation of County Coastal Access programs as adopted in the 2040 General Plan.

COUNTY’S 2040 GENERAL PLAN & COASTAL ZONE: �COASTAL TRAIL PROGRAM 1 (NORTH COAST)

Planning Division will seek grant funding and Board of Supervisors authorization for the preparation of a Coastal Trail Master Plan which would include:

  • Public outreach and interagency coordination
  • Existing conditions inventory and constraints analysis
  • A Master Plan Document that includes design guidelines or standards for trail classifications, cost estimates, and funding sources

The timing for all Coastal Trail program is dependent upon available staff resources and funding.

CAL TRANS PROJECT –�SPECIAL CONDITION OF APPROVAL #31�(PER COASTAL TRAIL PROGRAM 1)

Condition of Approval #31 requires Caltrans to return within 5 years after construction with a Plan to improve alternative transportation including but not limited to:

    • Multi-modal trails for pedestrian and bikes.
    • Potential reduction of MPH
    • Additional traffic calming measures that could be part of this such as “Slow Zones” in certain areas of PCH.

Within 10 years, Caltrans is required to come back to County with additional plans on how to balance infrastructure maintenance with sea level rise implications.

  • Crosswalk proposed with overhead flashing beacons to Mondo’s Beach.

  • Received support from many local families due to safety concerns.

  • Will connect to future staircase designed by BEACON and potentially federally funded via Congressman Carbajal.

  • Design plans completed.

  • Subject to future permit process.

  • Worked closely with Rep. Carbajal to secure project funding from the federal government.

  • Would provide landing area for ADA individuals to have closer view of the ocean.

  • Project was approved by County of Ventura Planning Director on July 28 and includes conditions of approval.
  • Approval will be effective August 18th after appeal periods.
  • Caltrans states they will likely commence construction Spring 2023.
    • Acknowledged HOV Project on 101 Highway and need to coordinate routes and construction schedules accordingly.

CURRENT HAPPENINGS: RV IMPROVEMENTS

  • Review RV parking demands after Pavement Project to assess any reconfiguration of RV spaces to accommodate different sizes of recreational vehicles.
  • Desire to increase enforcement regarding RV parking.
  • Increasing trash pick up and researching additional ways of dumping enforcement.

  • After Pavement Project completion, General Services Agency will assess possibility of adding eight (8) new spaces to accommodate smaller Sprinter Vans/Camper Vans.
  • Would increases public access opportunities as envisioned in Local Coastal Plan and by the Coastal Commission.
  • Looking at “Pack it In – Pack it Out” educational campaign.

  • Illegal street racing happening over late nights/weekends.
  • CHP having enforcement and safety concerns.
  • Working with State Lands Commission, District Attorney, CA Coastal Commission, and Cal-Trans to address safety concerns via temporary and permanent speed bumps.

CURRENT HAPPENINGS: RINCON ISLAND PHASE 2 DECOMMISSIONING

  • Received strong community support and requests for additional analysis of the proposed alternatives as it pertains to recreation and reefing.
  • Final Feasibility Study released on July 21, 2022; State Lands Commission to have public hearing on August 23, 2022 (will have ZOOM option)
  • Feasibility Study is intended to provide information to the public, tribes, responsible agencies, and the Commission regarding decommissioning options and potential environmental impacts and costs, and support engagement among these parties in decommissioning planning.
  • Continuing to work with community and State Lands Commission as the project moves into environmental review

  • Regional effort with Santa Barbara County to increase connectivity with existing and future bike lanes along coast and throughout both Counties.
  • Engaging with Cities for fiscal contribution and engaging business communities as well as non-profits and other non-governmental organizations to promote bike tourism.
