What is ELAC?

Six Things to Know About ELAC

ELAC is a legal requirement

Each school with 21 or more English Learners must form an English Learner Advisory Committee (ELAC). We have 44.

ELAC serves an important purpose

The purpose of the ELAC is to advise the principal, school staff, and SSC on programs and services for English Learners.

In order for ELAC to give meaningful advice, committee members must become knowledgeable about their legal tasks, as well as other site-based EL issues.

ELAC has legally mandated responsibilities

Advise the school principal and staff on the development of a site plan for English learners and submitting the plan to the School Site Council for consideration of inclusion in the School Plan for Student Achievement.

Additionally, each ELAC shall have the opportunity to elect at least one member to the District English Learner Advisory Committee (DELAC).

Advise the school principal and staff on the school’s effort to make parents aware of the importance of regular school attendance.

Assist in the development of a schoolwide needs assessment.

ELAC members will receive training

Appropriate training and materials to assist each member to carry out his or her legally required responsibilities.

The school site shall provide for all ELAC members:

ELAC Membership is Not Restrictive

The percentage of parents of English Learners on the ELAC must be at least the same as that of English Learners at the school.

Examples of appropriate ELAC members include:

  • Parent of an English Learner
  • Parent of a non-English Learner
  • School staff member
  • Interested community member

ELAC elections are required

Election requirements:

  • EL parents/guardians elect members of the ELAC.
  • All EL parents/guardians shall have the opportunity to vote.
  • Elected members serve a twelve-month term.
  • The ELAC is to elect at least one of its members to serve as the site’s representative to DELAC. This DELAC Representative must be the parent of a current English Learner.

What Happens After My Child is Identified as an

English Learner?

  • If your child’s Initial ELPAC Overall Performance Level (OPL) was: Novice or Intermediate, they are classified as an English Learner and will:

Receive Designated English Language Development instruction and support.

Be tested annually with the Summative ELPAC until they reclassify to fluent English proficient.
