COMMITTEE REPORTS

11 of 25

BUDGET COMMITTEE

  • The Budget Committee is proposing three amendments to the SBA Activity Fee Allocation and Spending Act (“SAFA”) of the SBA Code
  • Amendments to SAFA can be made by a majority vote of the Student Senate (unlike constitutional amendments)
  • SAFA Alcohol Policy Amendment
    • No alcohol policy has ever been in place before - this permits it so that there is a uniform policy applied to all organizations (rather than case-by-case)
    • Adds policies for reasonable care and consideration with serving/providing alcohol, including a mandatory requirement for food at the event
    • There are technical requirements that must be met, so each organization which requests funding must submit an “Informed Notice” of these new policies
    • Has a limit of $150 per event, $300 per semester, and $600 per year for each org (40 orgs brings this total to $24,000 yearly max, $48,000 with food, if every organization requested and was approved the maximum amount). The BoG can permit exceptions to the per event/semester requirement on written request.
  • SAFA 106 Requests Amendment
    • Clarifies the current practices in place within the policy (this has not been updated since 2017)
    • Adds more appropriate deadlines for 106 requests
      • <$150 is due one week before the event (Budget Committee reviews and votes)
      • $150.01 - $300 is due two weeks before event (Budget Committee makes recommendation, Board of Governors reviews and votes)
      • >$300 is due one week before the Senate meeting at which it will be considered (Budget Committee makes recommendation, Senate reviews and votes)
    • These deadlines allow for us to work with the Student Organization to ensure that they can give the appropriate “Due Diligence” reasoning for approval on higher levels of review.

BUDGET COMMITTEE

  • SAFA “Open to the Student Body” Amendment
    • “Open to the student body” refers to the concept that all students are welcome at an event funded through the Activity Fee. To be considered open to the student body, events must meet, at minimum, all of the following:
      • 1) the event is physically or virtually accessible to all members of the student body,
      • 2) the event details are or will be published at least one (1) week in advance of the event on the current and public Temple Law Calendar, and
      • 3) the event details are or will be submitted in advance of the event to the SBA by the procedure and deadline specified by the SBA Secretary to be published in a regular weekly correspondence to the SBA listserv at the beginning of the week which the event occurs.
