School committee composition and responsibilities

• This committee is chaired by the school principal, made up of 18 voting members in addition to qualified guests. The 18 members with voting rights belong to of 3 different constituents, each represented by 6 people:
• administration (Head of the diplomatic post, Principal, DAF, Primary and Secondary directors, Dean of students, )
• staff ( 5 x teachers, 1 non teaching staff)
• users (4 parents, 2 students).

Responsibilities of the School Committee

• welcoming and providing information to parents
• the activity program of the sports association
• school canteen
• general terms of their participation in the life at the school
• other associations and clubs operating within the school;
• after children with special needs
• scheduling and financing of school trips

• the staff working conditions
• proposals for the evolution of the pedagogical structures
• organisation of the educational life
• special missions assigned to staff members
• WHS matters regarding the entire school community
• organisation of staff employment

In addition to voting the school rules and regulations, the school committee provides an opinion based on a vote regarding school management and school life matters, particularly for:

School council competences

The School Council is chaired by the Primary Director. In addition to voting the school rules and regulations, the council's advice must be sought regarding school management and school life matters, particularly for:

• Pedagogical structures;
• The organisation of school time and the school calendar;
• The school project for primary based on the proposal by the Teachers’ Council;
• Particular actions which ensure that means allocated to the school are used more efficiently and adapted to the environment;
• The conditions of schooling for disabled children taking into account local constraints;

• Projects and organisation of school camps;
• The questions relating to hygiene, health and safety of the children at the school and also during extracurricular activities
• The principles guiding the choice of equipment and pedagogical tools
• The questions pertaining to welcoming and providing information to parents and the general terms of their participation in the school life;
• The annual action plans of the primary-secondary council;
• The annual anti-bullying action plan.

Other committees

Le comité d’éducation à la santé, à la citoyenneté et à l’environnement (CESCE)�

• The CESCE, chaired by the Principal of the school, is a body for reflection and a steering, observation and monitoring tool which designs, implements and evaluates an educational project in terms of prevention, health education, citizenship, sustainable development integrated into the school project approved by the school board. �These steps are an integral part of the school project.
• 2 elected parents

College school council (CVC)/High school council (CVL)

​

• The college life and high school life councils give the floor to student representatives in order to stimulate a new dynamic in schools, new projects, better functioning of the establishment and better living for students. They are places where school democracy is expressed.
• The vice-president of the High school council of delegates for high school life presents the opinions and proposals to the council of secondary education and the establishment council, as well as the minutes of the meetings.
• 2 elected parents for each council

On the 30th of August at 5pm: Informational zoom meeting for the parents. There will be no advertising for one parent association over another. A summary of the information provided during this meeting will be included in the next newsletters to be sent.

From the 11th to the 15th of September, the campaign will be launched and each list will have the same exposure on the notice board at the entrance and in the Newsletter. �Elise Lombrage will be in charge of ensuring that the communication is fair if there is more than one list.

5- Voting process

Who votes?

​

​

​

• School committee : all parents/legal representatives can vote. �
• School council : only parents with a child in primary school can vote.

​

​

Reminder:

• Each parent or guardian is a voter if he or she exercises verified parental authority over the child attending the school.�
• Each parent or guardian has one vote, regardless of the number of children enrolled in the school. �
• The number of voters may not exceed two per family. �
• Voting will be conducted electronically via Pronote on the 20th of September.

Voting process

​

​

Parent representatives to the School Committee and School Council are elected on a Party-list proportional representation system. Panachage and crossing off are not authorised.

• This means that voters are voting for a list and not a person.
• Voters have only one vote and therefore cannot split their vote among several lists.
• Voters cannot cross off any names on the list they choose.

​

​

Seats will then be distributed among the different lists in proportion to the number of votes obtained and following the order of the candidates on the lists.

​

6- How to put together a list

​

​

​

​

Rules

​

• The lists contain at most a number of candidates equal to twice the number of seats to be filled (i.e. a maximum of 8 names for the School Committee and a maximum of 30 names for the School Council). �
• Lists may not be complete but must include at least two names �
• The lists for the School Committee must include candidates from parents of primary school students and from parents of secondary school students. �
• The lists indicate the names of the candidates without distinction between incumbent and alternate. �
• The order of the candidates on the list is important because it will determine the allocation of seats.
• Parents who wish to stand for candidate but do not know of other interested parents can contact the school administration (principal@condorcet.com.au ) who will put them in touch with lists that are being put together.

• The lists + manifesto must be sent no later than Friday 08th September at 3:00 pm.

7- What are the rules to follow

​

Representatives parents must

​

• Support the school and respect school decisions
• Report a problem if any, without waiting for the next meeting
• Remain objective and indicate when possible the number of parents who raise a problem
• Limit and mitigate rumours
• understand their roles and responsibilities of all the members of the community (parents, staff, students)

​

8- Parent representatives

Who are they?

• They are normally only present in secondary school, and are appointed by the Principal according to the elections of the school committee.

​

• Very often the Deputy Principal solicits parents in each class directly.

​

• In primary school, we have now a similar system managed by the Director. Ideally, we have 4 parents per class, 2 incumbents and 2 alternates.

Parent representatives role:

• BOTH IN PRIMARY AND SECONDARY SCHOOL:
• Relay information shared by the teacher, homeroom teacher or Management
• Communicate to class parents, always in BCC.
• Collate all questions related to the operation of the class (if possible indicating the number of parents concerned)
• Be available to newcomers during the school year to answer their questions about the school, thus accepting that their email address be shared
• Relay the questions related to the general operation of the school to the parents of the School Council or School Committee

• PRIMARY
• Help the school, teachers and other parents of the class to organise school events (School Fete)
• Help teachers who wish with organising excursions and festive events: looking for parent volunteers for example

​

• SECONDARY:
• Collate the questions from the parents and relay them to the teachers/homeroom teacher
• Attend and participate in the class councils
• Write a report of the class council sent to the secretariat of the secondary school for transmission to the parents.
• Support the teachers’ class projects
