Vocabulary

Is M&S another term for wargaming? It should not be…

  • Models are static
  • Simulations depict variations over time
  • Wargames depict the interaction of two or more adversaries
    • M&S software is sometimes called an adjudication engine
    • M&S adjudication software is no more a wargame than a jet engine is an aircraft – you would not call the entire aircraft a jet, oh wait…

18

VocabularyWhat is the difference between exercises and wargames?

  • Exercises are live simulations of actual operations.
  • Wargames are simulated interactions of armed adversaries.
  • Not all wargames are exercises, nor are all exercises wargames.
    • Some exercises, like a mobility exercise, have no Red side and are simulation exercises.
    • Other exercises, like Red Flag, have a reacting Red and are wargames.
    • Some wargames, like COA explorations by an AOC’s Strategy Division, involve few of the people who would execute the COA and are clearly not exercises.
    • Other exercises, like ACE and Patriot, include elements of wargame, simulation, experiment, and demonstration.

The Breadth of Wargaming

Matt Caffrey

34 of 60

Introduction

  • Most early cultures assumed their were located at the center of existence.
  • The “Age of Discovery” accelerated learning at least as much through the change of perspective as through the new knowledge gained.
  • Most folks who are new (and not so new) to wargaming assume their organization/type of wargaming is the only organization or type of wargaming that exists.
  • Learning the true breath of wargaming is the first step in learning there is much of value to learn.

35 of 60

International Wargaming

All* top-tier militaries employ some type of wargaming.

  • NATO: Live & constructive +
    • Joint Air Power Competence Center,

Conclusion

  • Europe’s voyages of discovery helped spark not just a scientific revolution but a commercial and agricultural revolution as well
  • Learning how the rest of the world wargames may provide benefits you cannot yet imagine.
  • If our community learns from each other we are more likely to wargame more effectively then our adversaries

  • Remember, wargames save lives – for the side that wargames more effectively.

Origin Story

It was the eve of Christmas Eve 1992…

42 of 60

Col Wardens Concerns

  • Wargaming to develop strategies
    • Indirect effects ignored
    • Human factors ignored
    • Effective plan shown as ineffective
  • Wargaming to develop stratigests
    • To much time learning interface, too little learning strategy
    • Same areas ignored
    • “Distraining” equivalent in education

43 of 60

Solutions

  • Commercial interfaces effective
  • Each service doing somethings right
  • No one going everything right

  • What can we do?
  • A conference to cross tell best practices?
  • OK, (next question)

44 of 60

Initial Plans

  • Mission: Advance the art, science and application of wargaming

45 of 60

Initial Plans

Conclusion

  • It is important we wargame more effectively than our adversaries.
  • Today we have an edge.
  • If we keep and increase that edge will depend on the effectiveness of you and the others in your generation of wargamers
