In preparation for a possible second Covid19 wave or lockdown, how can we overcome the data sharing challenges that stop organisations being able to provide residents the right support when they need it.
We will consider culture, process, governance and technology.

We think that… the rules for what data can and can’t be shared do exist, but front-line staff don’t have the confidence / understanding / psychological safety to interpret and make decisions about sharing data day-to-day (and so default to not sharing). we believe that… giving them tools to interpret the rules in practice will mean.. they feel more confident and are empowered to share data safely and effectively. | We think that...we only need to share non-personal data in the first instance, because an organisation can decide if they are able to support a resident without knowing personally identifiable information. we believe that… identifying the ‘minimum viable data’ that can be used to target and deliver support to residents will mean.. governance issues are significantly reduced, and more residents can be supported with less data shared. |
We think that… data is collected and stored inconsistently, making it time-consuming to aggregate and share. we believe that… creating a model / framework / template that can guide how front-line staff collect and store data, used by both LAs and VCS will mean.. data is stored in a consistent format, making it easier to aggregate and share. | We think that… lots of residents are able to share their own data - they have more skills and agency than they’re often given credit for. we believe that… signposting more effectively, so that residents can find the appropriate service and share their own data will mean.. LAs don’t have to share residents’ data, and governance issues are reduced. |

We think that.. Residents are not always clear on who their data is being shared to, or why (both because of confusing consent processes, and difficulty distinguishing between services).� we believe that… clearer consent processes that enable residents to easily opt-in or out to sharing will mean.. Residents have higher level of trust that their data is being used appropriately, and VCS / LAs feel more comfortable sharing data with a reduced risk of losing resident trust | We think that… we don’t have a secure tech platform set up that works for both LA / VCS, and takes into account low digital resource� we believe that… facilitating collaboration between IT depts and relevant stakeholders will mean.. a secure tech platform is set up that can be used by LA, VCS and external parties |
