and How to find them

What is OER?

”Open Educational Resources” means high-quality teaching, learning, and research resources that reside in the public domain or have been released pursuant to an intellectual property license that permits their free use and repurposing by others, and may include other resources that are legally available and free of cost to students.

Open educational resources include, but are not limited to, full courses, course materials, modules, textbooks, faculty-created content, streaming videos, tests, software, and any other tools, materials, or techniques used to support access to knowledge. --California Education Code, Section 78052 (b) (4)

What does “open” mean?

Defining the "Open" in Open Content and Open Educational Resources

The terms "open content" and "open educational resources" describe any copyrightable work (traditionally excluding software, which is described by other terms like "open source") that is licensed in a manner that provides users with free and perpetual permission to engage in the 5R activities:

  • Retain - the right to make, own, and control copies of the content (e.g., download, duplicate, store, and manage)
  • Reuse - the right to use the content in a wide range of ways (e.g., in a class, in a study group, on a website, in a video)
  • Revise - the right to adapt, adjust, modify, or alter the content itself (e.g., translate the content into another language)
  • Remix - the right to combine the original or revised content with other material to create something new (e.g., incorporate the content into a mashup)
  • Redistribute - the right to share copies of the original content, your revisions, or your remixes with others (e.g., give a copy of the content to a friend)

Senate Bill 1359 and OER

Senate Bill 1359, (Block, 2016) requires California Community Colleges to include a symbol/logo in a conspicuous location in the online version of the campus course schedule by January 1, 2018, for courses that exclusively use digital course materials that are free of charge to students and therefore not required to be purchased. The Chancellor’s Office has established a zero textbook cost symbol/logo the community college system has the option to use.

CA Education Code 66406.9.

  1. (A) Clearly highlight, by means that may include a symbol or logo in a conspicuous place on the online campus course schedule, the courses that exclusively use digital course materials that are free of charge to students (“no-cost”) and may have a low-cost option for print versions.

(B) The course materials described in subparagraph (A) may include OER, institutionally licensed library materials that all students enrolled in the course have access to use, and other properly licensed and adopted materials.

  • Clearly communicate to students that the course materials used for the courses identified pursuant to paragraph (1) are free of charge and therefore not required to be purchased.

(C) This section shall become operative on January 1, 2018.

ZTC/LTC

Spring 2021 Schedule

Zero cost / FREE textbook materials for this course

Low cost textbook materials for this course.

Make sure to let your division know that your course/section are ZTC or LTC.

What have we done at Chabot so far?

8 of 23

Is my course ZTC?

The State (Senate Bill 1359 ) has established parameters for what constitutes “zero-textbook-cost”:

  • If all assigned textbooks are optional for the section
  • If all assigned textbooks are identified as OER (Open Educational Resource) textbooks
  • If there is no assigned textbook
  • If the assigned textbooks (including course readers) are available online for free (i.e. through library databases) AND students are not required to buy a physical copy

Note:

  1. For course readers and online materials, faculty are responsible for adhering to copyright and accessibility requirements. Copyright Law Basics for Faculty (American University), Federal Disability Acts & California Code
  2. Your course maybe ZTC but it might not show the ZTC symbol. Please check the class schedule.

Other considerations:

  • Material fees are separate and do not exclude faculty from having a ZTC course
  • If students need to pay fees to access a software platform to do coursework or homework, this counts as a cost. The course section would NOT qualify.

9 of 23

Is my course LTC?

Chabot College has established parameters for what constitutes LTC “low-textbook-cost”:

If the total textbooks cost for a section is $50 or less.

Note:

Remember that even if you tell the students to obtain a cheaper earlier edition of a textbook, the bookstore as well as other vendors have a limited number of the book. As a result, students may not be able to buy the book(s) for the class for under $50.

Intermediation : OER Guides

Webster’s Dictionary defines intermediation as, “ the act of coming between.” The idea is that instead of simply looking by yourself for every OER under the sun, you can find something that is curated.

For example, when we were helping faculty to look for OER, many of the materials we suggested often showed up on certain lists such as the ones below:
