Black Waters takes place in and around the Precipice district of Absalom. What is today called the Precipice Quarter was once Absalom's Beldrin's Bluff district, a quaint and quiet neighborhood featuring tea shops, minor governmental buildings, and a few pleasure houses. In 4698 AR, Beldrin's Bluff ceased to exist when a massive earthquake shook the city, shearing off a large chunk of the bluff on which the district stood, sending earth, structures, and citizens plummeting into the sea. Today, the Precipice Quarter is among the poorest, most derelict, and abandoned in the city.

The district is now only sparsely populated and remains one of the most dangerous parts of Absalom. Rumors of hauntings and magical mishaps left over from Beldrin's research plague the few residents who remain.

Drandle Dreng is the venture-captain of the Pathfinder Society who handles Pathfinder assignments concerning Absalom's history and mysteries. He has a remarkable memory: he recalls hidden truths about the city's most important people that even they have forgotten. These secrets are not just gathered from Pathfinder agents: one of Dreng's most interesting habits is that, at least one day a week, he dons the "disguise" of a beggar and wanders the streets and markets of Absalom. When asked about this, he has replied, "Tongues are looser around the poor, and a beggar needs no magic to make himself invisible."

Major Colson Maldris of the Andoren Eagle Knights is the most senior member of the organization permanently stationed in Absalom. His position near the Grand Lodge allows Colson an inordinate amount of influence over the Pathfinders within the organization, and he uses this to operate a number of clandestine missions as part of larger Pathfinder Society operations.

In 4712 AR, Michellia Blakros asked Colson to marry her, but he rejected her offer as it would require him to change his name and forfeit his rank. Due to his involvement with the Society, the Decemvirate was forced to invite the Blakros family to that year's Grand Convocation, taking place at the Grand Lodge, as a way to smooth over the frayed relations between the two organizations.

In 4714 AR, Colson—disillusioned by deepening corruption within the Andoren government—left his homeland for a more permanent residence in Absalom in order to form Liberty's Edge, a watchdog organization dedicated to rooting out corruption across the Inner Sea region.
