Our Role

CEO serves as both a program operator and a funder for contracted for services. Most of our funding is from state, federal, and philanthropic sources.

Non-Profit RFP Process – New Projects

For new projects where the potential provider is a non-profit entity, CEO will engage in a targeted Non-Profit RFP process:

Modified version of the City’s RFP Process for Professional Services
No requirement to submit thru eContract Philly

Proposals are submitted directly to CEO’s Contracts Team

Proposals are assessed for responsiveness and capacity to perform the work
As applicable, internal review committee will score proposals and select winning applicant

Non-Profit RFP Process – Renewal Projects

For continuing projects with Non-Profit partners, CEO uses a Request for Renewal Proposal (RFRP) process:

Partners present proposals for continued funding
All partners are required to respond if they wish to be considered for renewal of funding
The renewal of contracts and awards are contingent upon the following:

CEO’s receipt of level city, state, and federal grant funds;
The continued high priority of need for a specific service and method of service delivery; and
Satisfactory contract performance during prior periods of operation
