Our Role

CEO serves as both a program operator and a funder for contracted for services. Most of our funding is from state, federal, and philanthropic sources.

  • 85% of grant funding goes to direct services
  • 15% of grant funding goes to administrative expenses

Non-Profit RFP Process – New Projects

For new projects where the potential provider is a non-profit entity, CEO will engage in a targeted Non-Profit RFP process:

    • Modified version of the City’s RFP Process for Professional Services
    • No requirement to submit thru eContract Philly
      • Proposals are submitted directly to CEO’s Contracts Team
    • Proposals are assessed for responsiveness and capacity to perform the work
    • As applicable, internal review committee will score proposals and select winning applicant

Non-Profit RFP Process – Renewal Projects

For continuing projects with Non-Profit partners, CEO uses a Request for Renewal Proposal (RFRP) process:

    • Partners present proposals for continued funding
    • All partners are required to respond if they wish to be considered for renewal of funding
    • The renewal of contracts and awards are contingent upon the following:
      • CEO’s receipt of level city, state, and federal grant funds;
      • The continued high priority of need for a specific service and method of service delivery; and
      • Satisfactory contract performance during prior periods of operation

Contract Support and Monitoring

CEO staff provide the following support services throughout the contract period:

  • Ongoing collaboration on implementation of scope of work
  • Ongoing Technical Assistance
  • Contract Compliance / Performance Monitoring
  • Fiscal Monitoring

    • Cost Proposal
    • Proposed Subcontractors (if applicable)

    • Express willingness to comply with the City/Grant terms and conditions

    • Required Disclosures – Campaign Contributions, Transparency in Business
