Programs Overview

Funds community-led development and infrastructure projects that achieve major environmental, health, and economic benefits in CA’s 

most disadvantaged communities.

Total Investments: $424 million in Rounds 1-5

Funds the planning, development, construction, and upgrades of community resilience centers, along with services and programs to improve local resilience holistically.

Total Investments: $97.5 million in Round 1

Eligible Applicants

Applicants must be based in California and can include the following:

    • California Native American Tribe
    • Tribally owned non-profit
    • IRC 501(c)(3) tax-exempt Nonprofit organization
    • Special District
    • Joint powers authority
    • Public or local publicly owned utility
    • Mutual water company
    • Public agency

Private shareholder corporations are ineligible as Lead Applicants and Co-Applicants/Partners.

California Native American Tribes and Tribal Applicants

Federally and non-federally recognized California Native American Tribes and Triablly-owned nonprofits are eligible to apply as Lead Applicants or Co-Applicnats/Partners and are encouraged to participate.

CRC and TCC intend to award at least one grant of each grant type to eligible Tribal applicants.

Tribal Modifications & Special Considerations

    • Automatic flexibility for certain requirements
    • Can request modifications for additional specified requirements
    • Lead Applicant must be a Tribe or Tribally-owned nonprofit

Collaborative Governance Structure

Lead and Co-Applicants / Partners collaborate with residents, leaders, and community-based organizations.

At a minimum, the Collaborative Governance Structure must include:

    • Lead Grantee
    • Partners
    • Community Residents 

Tribal applicants may be exempt from the requirement to include Co-Applicants / Partners.

CRC Round 2 Program Objectives

  1. Funds the planning, construction, and retrofit of community resilience centers across California’s diverse communities.
  2. Advance local communities’ capacity to respond to and recover from emergencies as they build long-term resilience.
  3. Encourage meaningful engagement, cross-sectoral collaboration, community-based partnerships, and shared governance and decision-making models.
  4. Mitigate the public health impacts of extreme heat and other emergencies exacerbated by climate change.
  5. Prioritize projects located in and benefiting under-resourced, rural, unincorporated, and Tribal communities across geographically diverse regions in California.

CRC Program Grant Types

Planning Grant

    • Funds communities in the initial stages of CRC project development and prepares grantees for future funding to build or renovate resilience centers.
    • Two-year grant term, up to $500,000

Implementation Grant 

    • Funds new construction and retrofits of facilities to serve as Community Resilience Centers, as well as programs and services that build overall community resilience.
    • Up to 6-year grant term, up to $10 million

CRC Planning Grants     – Eligible Activities

Eligible Activities:

  • Preparing applicants for future funding
  • Identify and prepare potential project sites
  • Build capacity with staff, partners, and/or shared governance structure
  • Complete a fiscal analysis for development, construction, and maintenance costs
  • Update local planning policies, codes, and plans
  • Design and conduct community engagement

Planning Grants are for applicants exploring ideas and potential for local resilience centers

CRC Implementation Grants      - Eligible Activities

Eligible Activities:

  • Creating or expanding services and programs that build community resilience at the CRC Facility and Partner Sites
  • Construction, retrofits, or other capital improvement of the CRC Facility, Campus Amenities, and Partner Sites
  • Grant administration activities such as planning, grant management, reporting, and capacity building
  • Data collection and evaluation

Implementation Grants are for applicants that are ready to start capital improvements for a CRC

Planning Grants fund preparation work for future programs to benefit communities

Awards: Up to $300,000

Timeline:

PAC Process: approximately 3-6 months following award

Grant Term: 2 years

Ideal for communities that need funding to begin or expand community-based planning work prior with a goal of eventually implementing climate resilience projects

Project Development Grants fund activities that advance community climate goals and prepare projects, but require additional development.

Awards: Up to $5 million

Timeline

PAC Process: approximately 3-6 months following award

Grant Term: 2 years

Ideal for communities that have completed prior planning and identified priority projects but require additional development to advance those projects toward implementation

Implementation Grants fund neighborhood-scale applications that include multiple, coordinated projects to reduce greenhouse gas emissions

    • 1-year Pre-development phase, 4-year project implementation period, 1-year performance period 

Leverage Funding: at least 50% of award �

Implementation Grants

Applicants complete and submit all required documentation during the Application Period. Only applications that meet all Application Requirements will be considered for award.

Interviews �After application review and scoring, top-scoring applicants will be invited to a required interview. Interview scores will be combined along with written application scores to help determine final ranking.

TCC Application Period: 4 months

CRC Application Period: 2-3 months

Once awarded, Grantees must meet Pre-Development and Implementation requirements as outlined in the TCC Round 6 and CRC Round 2 Guidelines.

Collaborative Governance Agreement

At application, Implementation Grant & Project Development Grant applicants will submit a worksheet that addresses all of the requirements of the Collaborative Governance Agreement, including:

  • Identifying roles & responsibilities
  • Determining procedures for resolving disputes
  • Legal & financial provisions
  • Transparent processes for decision-making & community engagement + involvement

If awarded, awardees must sign and finalize the Collaborative Governance Agreement within 90 days of contract execution.

Lead Applicants and all Co-Applicants/ Partners must jointly develop the Collaborative Governance Structure & Agreement which governs the implementation of the entire TCC or CRC grant

Note: TCC Planning Grants do not require a formal Collaborative Governance Structure and Agreement.

TA Providers can assist in:
