FROM SAFETY CULTURE TO A SHARED CULTURE FOR SAFETY AND SECURITY

  • At the beginning of EURAD, civil society actors defined safety culture as a very important topic, especially in connection with uncertainty management – we worked on it through the five years.
  • A short review on the shift from safety culture to a shared culture for safety and security:
    • With an explicit inclusion of security

  • Approach of an enlarged culture for safety and security :
    • Beyond the limits of nuclear organisations: shared elements between corporal & societal cultures
    • Based on work of the Sitex projects

UPDATE AND FOLLOW-UPS NEEDED

  • Reflect upon changes in organisational and societal cultures and in the understanding of safety – the project workshops were 8 years ago, f.e. have definitions of safety changed
  • Recent challenges: SMR, extensive life-time extension of NPP, upcoming DGRs…
  • Explicit inclusion of security (war, terror – new risks need new approaches)
  • Debates in EURAD on underlying principles: precautionary principle versus optimisation principle?

  • Ideas for other topics for updates/follow-ups?
  • Ideas for next steps?
