In 2016, The State of California invested in the creation and distribution of the Strong Workforce Program Grant. In 2018, they allocated additional resources to the Strong Workforce resources for the K12 System.

This investment has played a pivotal role in bridging the state’s two largest educational systems: Community Colleges and K12 Districts through Career Technical Education (CTE) program alignment.

Eligible Applicants (RFA p. 11)

Eligible K-12 SWP applicants (LEAs):

  • School district
  • County office of education
  • Charter school
  • Regional occupational center or program (ROC/P)

LEAs are limited to no more than 3 projects as a lead or funded partner

Eligible Applicants Key Requirements (RFA p. 11-12)

Eligible K-12 SWP applicants Must:

  • Partner with at least 1 community college
  • The LEA (Lead and all K–12 Partner Agencies) shall be located within the geographical boundaries of the region from which it is applying for funds
  • Each LEA that is a Lead or K–12 Partner Agency on the application must engage in regional efforts to align workforce, employment, and education services
  • Must use the current LA Regional Plan to inform/direct CTE efforts
  • Must report data to support and evaluate the program, including demographic data used to evaluate progress in closing equity gaps

Selection Committee & Past Performance (RFA p. 10)

  • The K12 Selection Committee makes all decisions within its region related to selecting grant recipients and awarding specific funding amounts for each grant.
  • Per Ed Code, Section 88830, when determining grant recipients, the K12 Selection Committee shall consider past performance (reporting, unspent funds, etc.) of grantees before awarding additional funds to those reapplying for grants.

Each Regional Consortium has a K12 Selection Committee that is responsible for reviewing all eligible LEA applications that are requesting K12 SWP funds within its region (Ed Code Section 88829).

Round 7 Funding Criteria (RFA p. 10)

For Round 7 (2024-25), each K12 Selection Committee has created criteria for award decisions. Each Selection Committee will make decisions based on the merits of the proposed project,

proportionality of the request, and alignment with the intent of legislation, funding applications that best meet the priorities of the region as set by the regional plan and local labor market demand. If the total amount requested is higher than the region’s allocation, funding decisions will be made by selection criteria decided upon by each regional selection committee.

Partnerships (RFA p. 14-15)

Focus on purposeful, mutually beneficial partnerships

  • K12 LEA Partner Agencies (optional)- If the ADA for a K-12 Partner Agency are included on the application as the student population served, then that LEA must also receive K-12 SWP funds and is also responsible for submitting all required reports. If a K-12 Partner Agency will only receive services but not award funds, the ADA for that LEA cannot be included as the population served
  • Collaborative Partners (optional) - Include businesses and industry organizations, workforce development agencies, government offices, and philanthropies, among others.

“LEA applicants are required to identify and describe a purposeful partnership with at least one partnering community college or community college district with the intent of developing clearly defined K–14 career pathways for students which include sector/pathway alignment of K12 to partnering community college’s strong workforce program”.

The Los Angeles Regional Consortium (LARC) consists of 19 community colleges in Los Angeles County.
