Purpose

The purpose of the ELAC is to provide advice to the Directors about the needs of students who are learning English as a second language.

  1. Assist in the development of the school-wide needs assessment
  2. Assist in ways to make parents aware of the importance of regular school attendance
  3. Advise and submit recommendations to the school site council of inclusion in the Local Control Accountability plan (LCAP).

English Learner Needs Assessment Purpose

A needs assessment for parents of English learners will provide the school with important information that will help the school to assess how it is doing and identify areas where it can improve. The information collected from the needs assessment can also lead to an improved school climate that is more conducive to English learners and their families.

A needs assessment is a tool that should be a part of the school planning process involving English learners. A needs assessment will enable an ELAC to provide sound advice to the School Site Council. In turn, the School Site Council will use the findings of a needs assessment as a key data source along with other sources of information (e.g. focus groups). These data points are essential to the planning for the Single Plan for Student Achievement.

Feedback on:

  • parents’ awareness of school resources and policies
  • the home school relationship
  • level of satisfaction with the educational program
  • parent awareness of where to go to address concerns
  • perceptions of equity by school staff
  • perceptions of teacher expectations
  • level of participation in afterschool supplemental programs such as after-school tutoring

Meeting Guidelines

  1. Reports will be limited to 15 minutes or less unless a longer period of time has been noted on the agenda
  2. No speaker shall speak longer than 3 minutes at a time on the same item of discussion
  3. Quorum is a simple majority, minimum of 50% + 1
