  • Cornubia is a public-private joint venture between the National Department of Human Settlements, the KwaZulu-Natal Provincial Department of Human Settlements, eThekwini Municipality and Tongaat Hulett Developments.
  • The project takes city integration to new levels, creating housing for a range of income groups, together with light industrial and retail opportunities as well as recreational, social and cultural facilities. This project aims to bring people closer to economic opportunities, public transport and a range of social amenities.
  • In addition to creating opportunities for public transport, planning of the project aims to maximize pedestrian and bicycle pathways.
  • The fully subsidized housing is designed and constructed to a higher standard. The houses are double storey, 50 sqm units at higher densities than found in other projects.
  • The urban design includes provision of public spaces and communal courtyards overlooked by the kitchens of the units, promoting community integration and safe spaces for outdoor activities.

CORNUBIA HOUSING DEVELOPMENT

  • Phase 1 comprises of 2662 fully subsided housing for qualifying beneficiaries and 1323 affordable units. Subsequent phases of the project ( in Phase 2) will include low- and middle-income rental opportunities, and gap housing (partially bonded housing aimed at households whose income is between 198.34 and 849.80 $ per month), and social housing which will be available for rental for those who do not qualify for (1) fully subsidized units and (2) for bonds. Of the estimated 25 000 units, 10 000 is likely to be fully subsidized units (dependent on the detailed planning).
  • Allocation of beneficiaries is according to the qualifying criteria laid out in the National Housing Code. For fully subsidized units these criteria include be legally competent to contract, be married, co-habiting or have dependents, have never received a housing subsidy from the state, have never owned property or land by means of a title deed, be a South African citizen or have a permanent residence certificate and have a total household income of less than 197.34 $ per month.
  • Phase 2 (detailed planning of which is currently underway) will include various housing opportunities including more fully subsidized units, rental opportunities and units targeted at the gap market (lower to middle income earners). These opportunities will be advertised as they become available, in coming years.
  • The true beauty of the Cornubia development is the strategic combination of various concepts and strategies these include greenfield projects, new towns, informal settlement eradication – to create a “city within a city”; thus, eliminating the issue of commuting costs and creating opportunities within the development (Gangapersad 2020) .
