Capacity for Disaster Reduction Initiative (CADRI)
10 February 2022, Geneva
The CADRI Partners capacity diagnosis methodology and tool – an overview
EOTEC DevNet Community of Practice
Africa Region, 20 September 2023
The CADRI Partnership: an inter-agency facility offering countries access to DRM/ACC expertise from the entire "UN system" and other actors (IFRC, GNDRR, NGOs, UNDAC…)
A unique inter-agency tool to identify solutions to tackle multidimensional climate and disaster risks across sectors
for capacity diagnosis and planning
Disaster risk reduction
Disaster preparedness
Climate change adaptation
DRR/CCA with conflict sensitivity
Risk information
One diagnosis and planning tool for different deliverables& reports
A capacity diagnosis & planning methodology to:
Identify entry points for risk reduction in national development plans
Inform national contingency planning
Develop national DRR/ CCA strategies & action plans
DRR/CCA in UN-CCA/ UNSDCF
Joint UN programme
Joint UNfunding proposal
How do we define capacities?
How do we diagnose capacities?
How do we diagnose capacities?
Risk information management – Agriculture and Food Security
Some specific questions relating to GIS & EO
To what extent are basic technology and equipment available such as ICT and GIS?
To what extent are generic technologies and equipment (ICT, GIS, emergency response) effectively used to support DRR and CCA measures?
To what extent does your institution have the technologies and equipment to downscale and efficiently use observations of the Global Climate Observing System Global (GCOS) and/or the Earth Observation System of Systems (GEOSS)?
Are there standards on how GIS data should be collected (what format), what metadata standards to use, how to make the GIS data interoperable and how to store GIS data?
Are digital technologies (e.g. GIS, remote sensing) used for environmental data collection and analysis? Is the data collected and described using standardized methodologies?
Are GIS and Remote Sensing applications in place that strengthen the planning capabilities to improve the delivery of critical services and optimize resources before, during, and after emergencies?
