California Global 2030 Initiative

  • In May 2018, CA State Superintendent of Public Instruction Tom Torlakson announced Global CA 2030.

  • This initiative is a call to action, urging parents, educators, and legislators to support a multilingual California, where students are proficient in more than one language.

  • Global CA 2030 has set two main goals: (1) By 2030, half of all K–12 students will participate in programs leading to proficiency in two or more languages, either through a class, a program, or an experience, and (2) By 2040, three out of four students will be proficient in two or more languages and earn a State Seal of Biliteracy.

The Seal of Biliteracy: History

The SoBL was first developed in California in 2008 by Californians Together and was implemented in 2010 along with Velázquez Press. In 2011, legislation creating a California State Seal of Biliteracy was passed. Since then, it has been adopted by multiple states, and each state has established its own award criteria.

Purpose of the Seal of Biliteracy

  • The Seal of Biliteracy is given by an educational or governmental unit to honor and recognize a language learner who has demonstrated proficiency in English and one or more other world languages.

  • Its purpose is to encourage lifelong language learning, motivating students to develop and showcase their biliteracy in English plus at least one additional language.

  • The Seal of Biliteracy recognizes the linguistic resources that students develop in homes and communities as well as through a range of educational experiences.

Seal of Biliteracy (end of 12th Grade)

Demonstrate Proficiency in English

  • By completing all English language arts requirements for graduation with an overall GPA of 2.0 or above in those classes

- AND -

  • By passing the CAASPP for ELA at or above the “Standards Met” achievement level

Demonstrate Proficiency in one or more languages other than English by:

  • Pass a foreign language Advanced Placement (AP) exam with a score of 3 or higher -OR- an International Baccalaureate (IB) exam with a score of 4 or higher.

- OR -

  • Complete a 4-year high school course in a world language and attain an overall grade point average of 3.0 or above in that course of study.

- OR -

  • Pass the Scholastic Assessment Test (SAT) II Foreign Language Exam with a score of 600 or higher

Purpose: Honor students who have demonstrated a commitment to becoming biliterate and who have reached a certain degree of proficiency in both English and another language.

  • Honors a student’s effort and commitment to becoming biliterate
  • Student is approaching grade level proficiency in one or both languages
  • Honors a student’s effort and commitment to becoming biliterate

There are three ways that students will show their proficiency in the second language.

  • Cultural Component
  • Reading Component
  • Writing Component

Option 2:

Attend a cultural event/activity that relates to the chosen language. Summarize the event in an oral presentation in the target language

  • 5th Grade: 1 event
  • 8th Grade: 2 events

Complete community service hours where the target language is spoken

  • 5th Grade: 5 hours
  • 8th Grade: 10 hours

Golden Achievement

  • Read FIVE books in the chosen language that are grade level appropriate and complete a short reading assignment for each
  • Complete a writing task in the chosen language with a score of 3 or higher on a 4-point rubric (will take place in person in April/May 2024)

Frequently Asked Questions:

Is the Seal/Pathway Award only for Spanish and Japanese?

  • No, the award is for any language. However, we ask for your support in finding community members to identify grade level appropriateness of the writing.

Does a student have to earn the Pathway in 5th Grade to qualify for the 8th Grade Award and 12th Grade Seal?

  • No, a student does not have to earn an award in 5th Grade to earn one in 8th Grade or 12th Grade. They must apply at each level to earn the award.

Frequently Asked Questions:

Do the books have to be read during that school year (i.e. during 5th Grade)?

  • Yes, the books must be read during that grade/school year.
  • Students should try to read a variety of books. (Japanese books can include a few appropriate Manga but should not be the only literature that is read).

Is there a book list available?

  • No, there is not a book list.
  • Students may choose to check with their teacher if they need help determining whether a book is at an appropriate level.

Frequently Asked Questions:

Where can my child complete community service hours?

  • Students may earn service hours by assisting younger students in the target language (please ask teacher/school administrator for assistance).
  • Service hours can also be earned in the community where the target language is used.
